Aizawl, February 11, 2026: An Advisory Committee meeting to deliberate on the future use of land vacated by the Assam Rifles was held today at the Chief Minister’s Conference Hall, chaired by Chief Minister Lalduhoma. The meeting marked the fifth sitting of the committee formed to examine the utilisation of the vacated premises.

Among the key decisions taken, the committee resolved that all proposals relating to the use of vacated Assam Rifles land and buildings must be routed through the Advisory Committee, reaffirming an earlier resolution adopted on November 18, 2025.
Land between Loch House and the CHAN Office has been earmarked for the relocation of the Canteen currently located near Hari Mandir. The committee also decided to preserve and renovate Loch House without altering its original structure, while exploring ways to enhance its utility and value.
Regarding Vanapa Hall, the committee noted that prior to the relocation of Assam Rifles, the government had announced plans to reconstruct the ageing structure. With new land now available, the committee approved the construction of a larger and modern Convention Centre to be named Vanapa Hall. The present Vanapa Hall building will be considered for alternative government use.
The Chief Minister reiterated his proposal to construct the Chief Minister’s Residence and Office near MINECO in the Khatla Assam Rifles area. He pointed out that the current distance between the CM Office and Secretariat hampers smooth conduct of meetings and official programmes, leading to increased expenditure of time and resources. A recent joint survey reportedly identified over one hectare of surplus land in the Khatla compound.
Earlier this month, during a meeting with Lt. Gen. Vikas Lakhera, Director General of Assam Rifles, the Chief Minister was informed that a portion of the Khatla land near Tuikual and close to the MINECO main entrance could be handed over to the state government. The matter is being actively pursued.
It was also informed that the War Memorials located near the Canteen area and Treasury Square are proposed to be shifted inside the Assam Rifles complex at Khatla. Funds for widening and improving roads in the vacated areas have recently been sanctioned, and the Public Works Department is expected to begin work shortly.

The Association for Environmental Preservation (ASEP), an invitee member, expressed appreciation that 52.57% of the vacated land would be reserved for conservation under the proposed plan. The committee also extended gratitude to Bethlehem YMA and others who voluntarily handed over land to the government, resolving to issue formal letters of appreciation.
Home Minister K. Sapdanga, Revenue Minister B. Lalchhanzova, and Sports & Youth Services Minister Lalnghinglova Hmar, along with other Advisory Committee members, attended the meeting.
The Chief Minister thanked the members for their collective efforts in planning the future utilisation of the Assam Rifles land for the benefit of the state.
