Mizoram: Pro-Adhoc Schools Warn of Withholding Exam Results Over Delay in Grant-in-Aid Rules

Serchhip, February 10: The Provisional Adhoc Grant-in-Aid School Union, representing pro-adhoc Middle Schools, High Schools, and Higher Secondary Schools in Mizoram, on Tuesday held a Special Conference at the VC Hall, Serchhip Kawnpui, pressing the state government to immediately implement the Mizoram Education (Provisional Adhoc Grant-in-Aid for General Maintenance of Private School) Rules, 2025.

During the conference, union leaders expressed strong dissatisfaction over the government’s move to instead frame the Mizoram Education (Lumpsum Grant-in-Aid for General Maintenance of Private School) Rules, 2025. They said the shift from the provisional adhoc grant-in-aid system to a lumpsum model was difficult to understand and unacceptable to schools that have been functioning under the adhoc arrangement for years.

The union demanded that the Provisional Adhoc Grant-in-Aid Rules be implemented without delay from the 2026–27 financial year. It warned that if the Mizoram Government fails to respond positively to their demands, member schools may be compelled to withhold the publication of promotion examination results.

The Special Conference was chaired by Pu Lalbiakngura Pautu, President of the Provisional ADHOC Higher Secondary School Association, who reiterated that private schools under the adhoc system are facing serious financial and administrative challenges in the absence of a clear and supportive policy framework.

Later in the afternoon, members of the union staged a protest march at Serchhip Bazar, demanding the immediate enforcement of the Mizoram Education (Provisional Adhoc Grant-in-Aid for General Maintenance of Private School) Rules, 2025. Protesters urged the government to take swift action to safeguard the functioning of private schools and the interests of students and teachers.

The union maintained that timely implementation of the adhoc grant-in-aid rules is essential to ensure stability in private education institutions across the state and appealed to the government to address their concerns before the situation escalates further.
