PREPAK Claims Brothel Operation in Imphal Area, Warns Named Individuals

Imphal, January 25, 2026: The proscribed outfit PREPAK has issued a warning to three individuals and their associates, asking them to report to the organisation by January 31, citing what it claims is a rise in crimes and violence against women in Manipur.

In a statement released by its Publicity Officer Mangal Khuman, Department of Publicity and Propaganda, PREPAK alleged that its investigations had uncovered cases of young girls and married women being used as “trading commodities” for sexual exploitation.

According to the statement, the outfit claimed that certain individuals were involved in supplying women to men and that a rented house at Mantripukhri was allegedly being used as a brothel where young girls and women were provided to customers.

Those named in the statement as allegedly involved in such activities include Thingbaijam Thoihenba alias Ibungo Singh of Irom Meijrao Mamang Leikai, Rebiya Leimapokpam of Konjeng Leikai Kouna Thabi, and Tektek alias Juliya of Irom Meijrao Maning Leikai. PREPAK alleged that Thoihenba and Rebiya were detained by local club volunteers and Meira Paibis on January 18, 2026, while allegedly engaging in immoral activities inside a white Maruti Swift car at Irom Meijrao Maning Leikai.

The outfit claimed that the number of people treating women as sexual objects and commodities is increasing in the state and linked this trend to broader social and political issues. In the statement, PREPAK also referred to several past cases of violence against women, including those of Tangkhul Chanu Rose and Thangjam Manorama, as well as the recent killing of Oinam Thoibi alias Pisakmacha Devi (76) at her residence in Singjamei Oinam Thingel Makha Leikai.

The statement further alleged that since Manipur, referred to by the group as Kangleipak, came under Indian administration, traditional norms of equal participation of men and women in community and social life have been distorted. It claimed that thousands of people have been killed over the years and asserted that women continue to face oppression and insecurity.

While calling for political measures to empower women, PREPAK stated that socio-political and economic empowerment would remain difficult under what it termed “alien rule.” The outfit urged women to take a more proactive role in what it described as a broader struggle for change.

The statement concluded by reiterating the warning to the named individuals and their associates to report to the organisation by the stipulated deadline.
