The office order, issued under Memo No. CMO.31/2025 on May 19, 2026, stated that only vehicles essential for security and protocol purposes will be permitted to accompany the Chief Minister’s convoy. All other officials and staff requiring meetings or briefings with the Chief Minister have been instructed to do so at designated venues rather than travelling in the motorcade.
The order follows an Office Memorandum issued by the General Administration Department (GAD) and has come into immediate effect until further notice. Departments and officers concerned have been directed to strictly comply with the directive and coordinate necessary arrangements at event venues.
The directive comes amid growing concerns over rising global crude oil prices triggered by the ongoing Iran conflict and disruptions in the Strait of Hormuz, a key route for global oil supplies. India, which imports a major share of its crude oil requirements, has been facing increasing pressure from escalating fuel costs and supply uncertainties.

In recent days, Prime Minister Narendra Modi has appealed to citizens and government institutions to adopt fuel conservation measures, including reducing unnecessary travel, encouraging work-from-home practices where possible, and promoting efficient use of official resources in order to ease pressure on fuel consumption and foreign exchange reserves.
Against this backdrop, the Mizoram government’s decision to restrict the size of the Chief Minister’s convoy is being viewed as part of broader austerity and fuel-saving measures being adopted across the country in response to the ongoing energy crisis and rising petroleum prices.
The office order was issued by Vanlaldina Fanai, Commissioner and Secretary to the Chief Minister, Mizoram, and circulated to administrative heads, Heads of Departments, and Deputy Commissioners for necessary action.
