Imphal, December 5, 2025: The Transport Department, Government of Manipur has issued a comprehensive public notification outlining the implementation and extension of regulations governing End-of-Life Vehicles (ELVs) in the state. The initiative is aimed at improving road safety, reducing environmental pollution, and ensuring the scientific disposal of vehicles that are no longer roadworthy or legally fit for use.
The notification, issued under the authority of the Governor of Manipur, adopts the provisions notified by the Government of India regarding the identification, deregistration, and scrapping of End-of-Life Vehicles. Officials said the updated policy is intended to modernise the state's transport system while promoting environmentally sustainable vehicle recycling practices.
Under the notification, an End-of-Life Vehicle is defined as any vehicle whose registration is no longer valid, has failed mandatory fitness tests, has had its registration cancelled under the provisions of the law, or has been voluntarily declared unfit for use by its owner. Such vehicles will no longer be permitted to operate on public roads once classified as ELVs.
The Transport Department has directed that all vehicles falling under the ELV category will have their registrations cancelled in accordance with the applicable rules. Vehicle owners will be required to dismantle and scrap these vehicles only through authorised Vehicle Scrapping Facilities (VSFs) established under the Central Motor Vehicles (Vehicle Scrapping Facility) Rules, 2021.
Officials stated that authorised scrapping centres will ensure environmentally sound dismantling, recycling, and disposal of vehicles while recovering reusable materials in accordance with prescribed environmental and safety standards. The move is expected to reduce the number of unsafe and highly polluting vehicles operating on the state's roads.
The notification also provides for the full-scale implementation of ELV management across Manipur. The Transport Department has been tasked with facilitating the collection, certification, deregistration, and safe disposal of End-of-Life Vehicles while ensuring compliance with the applicable legal framework.
In addition, the state has adopted recent guidelines issued by the Ministry of Road Transport and Highways (MoRTH), allowing the renewal of registration for motor vehicles that are more than 15 years old and up to 20 years old, provided they successfully undergo mandatory fitness tests and the prescribed renewal fees are paid. Vehicles that fail to meet the required fitness standards may be classified as End-of-Life Vehicles and will be subject to the scrapping regulations.
The Government of Manipur has urged all vehicle owners to cooperate with the implementation of the policy by completing the required procedures within the notified timelines. Authorities emphasised that public participation would be crucial for the successful implementation of the initiative and for creating a cleaner, safer, and more efficient transport system.
The notification came into immediate effect upon its publication in the Manipur Extraordinary Gazette. Officials said the revised ELV policy would significantly reduce road hazards caused by ageing vehicles, minimise vehicular emissions, encourage responsible recycling practices, and contribute to the modernisation of transport infrastructure in the state.
The Transport Department added that detailed operational procedures, implementation guidelines, and public advisories regarding registration renewal, fitness certification, and authorised scrapping facilities will be made available through its official channels in the coming weeks.
