Manipur Issues New Notification on End-of-Life Vehicles; Mandatory Compliance for Scrapping and Certification

Imphal, December 5, 2025: The Government of Manipur, Transport Department, has issued an important public notification outlining the implementation and extension of regulations governing End-of-Life Vehicles (ELVs). The move aims to enhance road safety, protect the environment, and ensure responsible disposal of unfit or deregistered vehicles across the state.

The notification, issued under the authority of the Governor of Manipur, adopts the provisions notified by the Government of India, defining ELVs as vehicles that are no longer validly registered, have failed fitness tests, have been cancelled under law, or have been voluntarily declared unfit by their owners.

Under the updated directives, all vehicles classified as ELVs will have their registrations cancelled, and owners must proceed with dismantling and scrapping only through authorised Vehicle Scrapping Facilities, in accordance with the Central Motor Vehicles (Vehicle Scrapping Facility) Rules, 2021.

The Transport Department has been directed to begin full-scale implementation, including collection, certification, and safe disposal of ELVs. The notification also adopts recent Ministry of Road Transport and Highways (MoRTH) guidelines permitting renewal of motor vehicles older than 15 years and up to 20 years, subject to fitness certification and prescribed fees.

The State Government has urged all vehicle owners to cooperate fully and complete necessary procedures within the notified timelines. Authorities emphasised that timely compliance will help build a cleaner, safer, and more efficient transport system in Manipur.

The notification comes into immediate effect following its publication in the Manipur Extraordinary Gazette.

Officials said the updated ELV policy will reduce road hazards, minimise pollution from ageing vehicles, promote sustainable recycling practices, and modernise the state’s transport infrastructure.
