Guwahati, February 18: The Assam government on Wednesday launched an online portal - Provincialisation Management System (PMS 1.0) - to streamline the provincialisation of venture educational institutions under the Assam Education (Provincialisation of Services of Teachers and Re-Organisation of Educational Institutions) Act, 2017, as amended in 2025.

Chief Minister Himanta Biswa Sarma inaugurated the digital platform at Lok Sewa Bhawan, describing it as a major step toward resolving the long-pending issue of provincialisation of eligible schools and colleges.
The portal, developed by the Department of Higher and School Education, will allow institutions established before 2006 to submit documentary proof online, including university permissions, recognition records, examination documents and official correspondence. Only institutions that can verify their establishment before 2006 will be considered eligible.
In a significant announcement, Sarma said the government will open around 75,000 vacancies for teachers and lecturers this year, creating one of the largest recruitment drives in the state’s education sector.
“This year, we will open around 75,000 vacancies for teachers and lecturers. Those with UGC qualifications will get fair opportunities,” the Chief Minister said.
He noted that nearly 60,000 teachers have already been appointed in recent years, adding that the upcoming recruitment will further strengthen the education system and provide opportunities to qualified candidates across Assam.
Sarma recalled that during his tenure as Education Minister in 2011, 21,957 primary, 14,036 middle, and 3,180 high school teachers were provincialised. Under the 2017 Act, another 9,895 primary teachers, 5,345 middle school teachers, and 1,746 college teachers and professors were brought under the system.
All data submitted through the PMS 1.0 portal will undergo thorough verification before any decision is taken. The Chief Minister described this as the “final opportunity” for eligible institutions, stating that no further scope for provincialisation would remain afterward.
Referring to the state Budget presented by Finance Minister Ajanta Neog, Sarma said a one-time financial assistance scheme titled Guru Dakshina has been introduced for teachers who previously missed provincialisation due to eligibility or certification issues. Beneficiaries will also receive preference marks in future recruitment processes.
Education Minister Ranoj Pegu said PMS 1.0 is aimed at ensuring transparency, equity and efficiency in the provincialisation process for teaching and non-teaching staff.

The government also cautioned against the creation of “unnecessary departments” in venture colleges, stating that unplanned expansion leads to financial strain and irregular appointments.
Sarma urged teachers to remain focused on their professional responsibilities and avoid politicising the issue, emphasising their vital role in shaping society.
With the launch of PMS 1.0 and the announcement of 75,000 vacancies, the Assam government has signalled a major push toward reforming and strengthening the state’s education sector.
