Mizoram Govt Holds Consultation on Sharing Minor Mineral Royalty With Autonomous District Councils

Aizawl, May 22, 2026: A high-level consultation meeting on the sharing of royalty collected from minor minerals was held on Friday at the office chamber of Mizoram Commerce, Industries, Geology and Mining Minister Pu F. Rodingliana in Aizawl.

The meeting focused on discussions between the Mizoram government and Autonomous District Councils (ADCs) regarding the legal framework and proposed mechanism for sharing revenue generated from minor minerals such as stone, sand, brick earth and clay.

Officials from the Geology and Mining Department presented proposals concerning the distribution of royalty collected from these resources in accordance with provisions laid down in the Indian Constitution and mining-related legislation.

During the meeting, Joint Director of Geology and Mining Department, Er. Lalremmawia, delivered a detailed PowerPoint presentation explaining constitutional provisions under the Sixth Schedule, particularly Paragraph 9(ii), which governs the management and sharing of mineral resources within Autonomous District Council areas.

According to the constitutional provision, the State Government is empowered to regulate and manage minor minerals within Sixth Schedule areas while also collecting royalty generated from such resources. However, a share of the royalty must be provided to the respective Autonomous District Councils.

The meeting also examined existing royalty-sharing models followed in other northeastern states having Sixth Schedule areas and Autonomous District Councils, namely Assam, Meghalaya and Tripura.

Officials noted that under the present arrangement in Mizoram, Autonomous District Councils directly manage minor minerals within their jurisdictions and receive the entire royalty collection. However, the government is now considering a revised framework in line with constitutional and legislative provisions under which the State Government would regulate the sector and subsequently share the royalty with the ADCs.

The proposal prepared by the Geology and Mining Department was discussed extensively with legislators representing ADC areas. After deliberations, participants agreed that the proposal should be submitted to the government for further consideration.

Among those who attended the meeting were MLA Pi Prova Chakma, MLA Pu Rasik Mohan Chakma, MLA Pu C. Ngunlianchunga, MLA Dr. K. Beichhua, MLA Dr. Lorrain Lalpekliana Chinzah, Secretary Dr. H. Lianzela, Director J. Chamliana and officials from the Commerce, Industries, Geology and Mining Department.

The consultation is seen as an important step toward framing a structured and legally compliant royalty-sharing mechanism between the Mizoram government and the Autonomous District Councils.
