Education Minister Dr. Vanlalthlana Defends Provincialisation of 51 Schools in Mizoram

Aizawl, May 22, 2026: Mizoram Education Minister Dr. Vanlalthlana on Thursday clarified that the schools recently approved for provincialisation by the state government fulfilled the criteria laid down in the 2023 government notification governing the provincialisation process.

Addressing a press conference at the Aizawl Press Club, the Education Minister said the Mizoram Council of Ministers had recently approved 51 schools to be taken over as Government Schools under the provincialisation scheme.

Among the approved institutions, the Minister noted that one institution - the Special Blind School at Durtlang - did not fully meet the prescribed criteria. However, he said the school was considered under special humanitarian grounds due to its role as a specialised institution catering to visually impaired students.

Dr. Vanlalthlana stated that the government invoked the “Power to Relax” clause while considering certain schools for provincialisation. He explained that schools which initially failed to meet the enrollment criteria in 2023 were later included after their four-year average enrollment, along with enrollment figures from 2025 and 2026, improved sufficiently to satisfy the required benchmarks.

The Minister further revealed that among the Higher Secondary Schools, Ngopa Higher Secondary School did not achieve the required 80 per cent pass percentage and also fell short of the prescribed enrollment level. However, the government reportedly relaxed the pass percentage requirement in the school’s case while evaluating it for provincialisation.

Dr. Vanlalthlana said that while 51 schools were finally approved by the Council of Ministers, authorities would continue physical inspections of schools that had earlier met the 2023 criteria but later witnessed a significant decline in enrollment by 2026.

The Education Minister also addressed concerns regarding Adhoc Schools that could not currently be provincialised. He announced that such institutions would be categorised as “Special Category-1 Schools.”

He further assured that teachers presently serving in Adhoc Schools would continue receiving full basic pay and allowances similar to regular government teachers, despite their schools not yet being provincialised.

The clarification comes amid growing public discussion and scrutiny over the criteria and selection process adopted by the government for provincialising private and Adhoc educational institutions in Mizoram.
