Tura, May 5, 2026: Social activist Greneth M. Sangma has lodged a formal complaint with the Deputy Commissioner and Chairman of the District Selection Committee, West Garo Hills, alleging serious violations of the Meghalaya State Reservation Policy and the 100-point roster system in a recent faculty appointment at PASF-Abong Noga College, Tura.

In his complaint dated May 5, Sangma challenged the selection process for the post of Lecturer in the Department of History, notified on April 29, 2026. He specifically objected to the appointment of a non-tribal candidate, stating that it bypasses mandatory reservation norms designed to ensure equitable representation of indigenous communities.
Sangma pointed out that the Meghalaya State Reservation Policy mandates a strict 40:40:5 ratio -allocating 40% each for Garos and Khasi-Jaintias, and 5% for other SC/ST groups - implemented through a post-based roster system. He alleged that the current staff composition in the department already includes non-tribal and other-category members, and the latest appointment further disrupts the mandated quota, particularly affecting the Garo community’s share.
The activist argued that in smaller departments, roster points must rotate carefully to maintain balance. Filling a vacancy with a non-tribal candidate despite existing representation, he said, constitutes a violation of the roster system and undermines the rights of local tribal candidates.

Describing the move as a “direct infringement on socio-economic rights,” Sangma urged authorities to intervene. He called for the production of the department’s roster register for verification, a stay on the appointment pending inquiry, and strict enforcement of reservation policies in line with recent guidelines of the Meghalaya High Court.
Copies of the complaint have also been forwarded to the Director of Higher and Technical Education, the District School Education Officer, college authorities, NGOs, and media organizations for necessary action and wider public awareness.
