Meghalaya Cabinet Eases Norms for Special Projects to Boost Urban Development

Shillong, May 5, 2026: The Meghalaya Cabinet, led by Chief Minister Conrad K Sangma, has approved amendments to the Meghalaya Building Bye Laws, 2021 (as amended), aimed at expanding opportunities under the Special Projects category and promoting planned urban growth.\

According to the revised norms, the minimum plot size requirement for eligible projects has been reduced from 50,000 sq. ft. to 37,500 sq. ft., while the minimum built-up area has been lowered from 20,000 sq. ft. to 15,000 sq. ft.

Previously, large-scale developments such as hotels, healthcare facilities, shopping malls, multiplexes, ICT/BPO centres, public institutions, and educational establishments required higher land and construction thresholds to qualify. The new amendment is expected to make the policy more inclusive by allowing a broader pool of urban landowners to undertake such projects.

The state government stated that the move will encourage multi-storey developments, attract investment, generate employment, and ensure more efficient utilization of urban land resources.

Officials believe the reform will play a key role in accelerating infrastructure growth and supporting Meghalaya’s long-term urban development goals.
