Aizawl, April 24, 2026: The Mizoram State Project Monitoring Committee (MSPMC) has decided to adopt stricter accountability measures to ensure the effective implementation of government projects across the state. Under the new approach, Heads of Departments (HoDs) who fail to adequately comply with recommendations issued by the committee may be summoned to appear before the MSPMC and provide explanations regarding their departments’ actions and project implementation status.

The decision was discussed during a review meeting held at the Conference Hall of the Planning & Programme Implementation Department in Aizawl. The meeting was chaired by Chief Minister Lalduhoma, who reviewed the committee’s performance and deliberated on ways to further strengthen project monitoring mechanisms in the state.
Officials said the move is aimed at improving accountability, ensuring timely implementation of development projects, and addressing shortcomings identified during inspections and reviews. According to the committee, departments that fail to act upon recommendations or do not adequately address issues highlighted during monitoring exercises will be required to explain the reasons for non-compliance before the committee.
The Chief Minister appreciated the work carried out by the MSPMC and acknowledged the significant contribution it has made toward improving governance and project execution. He noted that the committee’s interventions have yielded positive results in various sectors and have helped identify implementation gaps that require corrective action.
Lalduhoma thanked the committee members for their dedication and commitment to ensuring that government projects are executed efficiently and transparently. He encouraged them to continue their efforts in monitoring public projects and promoting accountability within government departments.
During the meeting, officials reviewed the committee’s activities for the 2025–26 financial year. According to MSPMC records, the committee monitored a total of 82 projects during the year. Of these, 66 were newly inspected projects, while 16 projects that had been inspected earlier were revisited to assess the progress made in implementing recommendations and addressing identified deficiencies.
The review highlighted the importance of continuous monitoring and follow-up visits to ensure that development projects remain on track and deliver the intended benefits to the public. Committee members observed that regular inspections have helped improve project implementation and encouraged departments to be more responsive to identified issues.
In addition to discussing accountability measures, the meeting also focused on improving monitoring systems for the new financial year. Members considered several proposals aimed at enhancing the effectiveness of MSPMC operations. These included better planning and scheduling of field inspections, strengthening follow-up mechanisms, and ensuring more systematic documentation of findings and recommendations.
The committee also discussed the need for wider dissemination of information regarding MSPMC activities and findings. Members emphasised that greater public awareness of the committee’s work could contribute to improved transparency and encourage more effective implementation of government projects.
To achieve this objective, the meeting explored ways to strengthen collaboration with media organisations and improve public communication regarding project monitoring activities. Officials said increased transparency would help build public confidence and ensure that development initiatives remain accountable to citizens.
