Aizawl, July 4: The Election Commission of India (ECI) on Saturday published the Draft Electoral Roll for Mizoram following the completion of the Special Intensive Revision (SIR) 2026 enumeration phase, with 46,163 electors excluded from the draft roll due to various reasons, including death, migration and unknown whereabouts.

Addressing a press conference at the I&PR Conference Hall in Aizawl, Chief Electoral Officer (CEO) Garima Gupta, IAS, said the publication of the draft roll also marks the beginning of the Claims and Objections period, which will remain open from July 4 to August 4, 2026.
The Special Intensive Revision was launched across Mizoram on May 20, 2026, in line with the Election Commission's directives. During the exercise, Booth Level Officers (BLOs) distributed 8,75,068 Enumeration Forms through house-to-house visits and collected 8,28,906 forms, which now form the basis of the draft electoral roll.
According to the CEO, 46,163 Enumeration Forms (5.28%) could not be collected and the corresponding electors were excluded from the draft roll. Of these, 21,295 were reported deceased, 13,978 had shifted to other places, 8,333 could not be traced, 2,248 were found to have duplicate entries, while 309 cases fell under other categories.
The 19-Aizawl South-II (ST) Assembly Constituency recorded the highest number of uncollected forms, with 2,351 electors (8.23%) excluded during the revision process.
Following the revision, the Draft Electoral Roll contains 8,28,906 electors, including 3,99,025 male and 4,29,881 female voters. The state also has 4,185 service voters, comprising 4,091 men and 94 women.
Garima Gupta said Mizoram became the first state in the third phase of SIR 2026 to achieve 100 per cent digitisation of Enumeration Forms, completing the process on June 25, 2026. The 22-Tuichang (ST) Assembly Constituency in Khawzawl district was the first constituency in the state to complete the digitisation exercise.

As part of the revision, 52 new polling stations have been created while one existing polling station has been removed, taking the total number of polling stations in Mizoram to 1,352.
Citizens who have attained the age of 18 years on or before July 1, 2026, can apply for inclusion in the electoral roll using Form 6, while applications for deletion, correction or transfer can be submitted using the prescribed forms through BLOs, Electoral Registration Officers, the ECINET platform, the Voter Helpline App, or the ECI's online voter portal.
The Final Electoral Roll is scheduled to be published on September 6, 2026, after all claims and objections are disposed of.
