Guwahati, July 5: The Assam Cabinet, chaired by Chief Minister Himanta Biswa Sarma, on Sunday approved a series of major decisions aimed at strengthening emergency services, modernising mineral governance, boosting dairy infrastructure and introducing key legislative reforms in the state.
Among the most significant decisions was the approval of the Assam Police Emergency Management System (APEMS) under the unified Dial-112 Emergency Response System. The technology-driven platform will integrate police, fire, health and disaster response services into a single 24x7 emergency network. A new Emergency Response Centre (ERC) will be established at the Lachit Barphukan Police Academy in Dergaon, while the Centre for Development of Advanced Computing (C-DAC) will implement the project.
The Cabinet also approved amendments to the Assam Minor Mineral Concession Rules, 2013, to be renamed the Assam Minor Mineral Concession (Amendment) Rules, 2026. The revised rules are intended to modernise mineral governance, address operational gaps and improve enforcement. In addition, vehicles transporting sand and stone from neighbouring states will attract a charge of ₹150 per cubic metre, along with a transit fee of ₹200 per vehicle.

To strengthen Assam's dairy sector, the Cabinet approved leasing 33 bighas of land in Biswanath to the Kaira District Co-operative Milk Producers' Union Limited (AMUL) for setting up a Bulk Milk Cooler and Chilling Centre. The project is expected to improve milk procurement, strengthen cold storage facilities and generate employment opportunities.
The Cabinet further approved the introduction of several Bills during the upcoming session of the Assam Legislative Assembly. These include amendments to the Assam Tourism Act, Assam Shops and Establishments Act, Assam Ease of Doing Business Act, Assam Land and Revenue Regulation Act, along with the Assam Jan Vishwas Bill, the Assam MSME Facilitation Bill and the Guwahati Satellite City Development Authority Bill.
The Cabinet also relaxed earlier austerity measures by withdrawing restrictions on foreign visits by ministers and government officials.
