Nirupam Chakma Appointed Chief Executive Member of 11th Chakma Autonomous District Council

Aizawl, July 3: The Government of Mizoram has appointed Shri Nirupam Chakma as the Chief Executive Member (CEM) of the 11th Chakma Autonomous District Council (CADC), paving the way for the restoration of an elected executive government in the autonomous district.

The appointment was made by the District Council & Minority Affairs Department on July 3 under the provisions of the Chakma Autonomous District Council (Constitution, Conduct of Business, etc.) Rules, 2002. The decision follows the resolution adopted by the Chakma Democratic Alliance (CDA) Legislature Party during its meeting held on June 23, 2026.

Nirupam Chakma, the elected Member of District Council (MDC) from the 6-Kamalanagar South Constituency and Leader of the Chakma Democratic Alliance Legislature Party, has been appointed as the Chief Executive Member with effect from the date of approval by the Governor of Mizoram.

According to the official order, the newly appointed Chief Executive Member is required to prove his majority on the floor of the District Council within seven days from the date of his appointment, as directed by the Governor.

The government notification also states that the Governor's Rule, which is currently in force in the Chakma Autonomous District Council, will automatically stand withdrawn from the day Nirupam Chakma assumes office as the Chief Executive Member.

The appointment marks a significant political development in the Chakma Autonomous District Council, as it sets the stage for the restoration of a democratically elected executive after a period of Governor's Rule.

The successful formation of the new executive, however, will depend on Nirupam Chakma securing the confidence of the House during the floor test within the stipulated seven-day period.

The Chakma Autonomous District Council is one of the three Autonomous District Councils in Mizoram constituted under the Sixth Schedule of the Constitution, enjoying legislative and administrative powers over specified subjects within its jurisdiction.

The appointment is expected to bring political stability to the council and facilitate the resumption of regular administrative functions under an elected leadership, subject to the outcome of the floor test.
