Aizawl, June 1, 2026: Mizoram Chief Minister and Finance Minister Lalduhoma on Monday said efficient financial management practices helped the state secure an incentive of ₹350 crore under SASCI Part 9 last year, while expressing confidence that Mizoram could earn additional reform-linked incentives through improved implementation of financial management systems.
The Chief Minister was speaking at a Meeting-cum-Workshop on Special Assistance to States for Capital Expenditure (SASCI) and System for National Accounts - Synchronized Processing, Auto Utilization, and Rationalized State Hubs (SNA SPARSH) held at the Planning & Programme Implementation Conference Hall in Aizawl for Administrative Heads of Departments utilizing the SNA SPARSH platform.
Addressing officials, Lalduhoma said the evolving use of technology has significantly transformed the way states receive, manage, and utilize central funds. He noted that digital platforms have brought greater transparency, efficiency, and accountability to public financial management.
Highlighting the importance of the SNA SPARSH platform, the Chief Minister described it as one of the state's most crucial financial management tools and stressed the need for all departments to thoroughly understand its functioning and utilize it effectively. He said the workshop was organized to strengthen departmental capacities and improve implementation outcomes compared to previous years.
Lalduhoma credited the coordinated efforts of government departments and officials for Mizoram's success in securing ₹350 crore in incentives under SASCI Part 9 for excellence in financial management. He said the government now aims to qualify for all available reform-linked incentives under the SASCI framework.
To facilitate smoother financial administration, the Chief Minister pointed out that the state government has delegated financial powers to Administrative Heads under the Charter of Financial Advisers. This, he said, would streamline the process of issuing Administrative Approvals and Expenditure Sanctions, thereby improving efficiency in project implementation.
The Chief Minister also emphasized the importance of timely expenditure of funds once central sanctions are received. He urged departments to ensure prompt utilization of funds, timely closure of SNA SPARSH accounts, and submission of Utilization Certificates within the prescribed timeframe.
Lalduhoma further informed participants that under the revised framework of SASCI Part 9, all government schemes, including state welfare programmes, would need to be implemented through the Direct Benefit Transfer (DBT) mode. He called upon departments to prepare accordingly and ensure compliance with the new requirements.
Noting that Mizoram stands to gain incentives worth up to ₹650 crore under SASCI Parts 4 and 9 during 2026-27, the Chief Minister urged all departments to work collectively toward achieving the targets necessary to secure these funds.
The workshop was jointly organized by the Institute of Government Accounts and Finance (INGAF) and the Finance Department of the Government of Mizoram. The programme was chaired by Vanlaldina Fanai, Commissioner, Finance, and featured technical sessions conducted by experts on the implementation and management of SASCI and SNA SPARSH systems.
The initiative forms part of the Mizoram government's broader efforts to strengthen financial governance, improve fund utilization, and maximize benefits available under central government reform-linked programmes.
