UNPO Raises Concern Over Violence in Manipur, Calls for Protection of Civilians

Shillong, May 3: The Unrepresented Nations and Peoples Organization (UNPO) has expressed concern over escalating violence in Manipur and Naga-inhabited areas of Northeast India, including the recent killing of two Tangkhul Naga civilians in Ukhrul district.

In a statement, UNPO condemned all acts of violence against civilians and urged the Government of India and the Manipur government to ensure protection for all communities, conduct independent investigations into recent killings and create conditions for meaningful political dialogue.

UNPO is an international platform that advocates for the rights of unrepresented and marginalised nations and indigenous peoples around the world. The organisation works to amplify their voices globally, promote equal participation in international affairs and safeguard fundamental human rights.

The organisation noted that the Indigenous Naga people, whose ancestral homeland spans parts of Northeast India and northwest Myanmar, have long sought recognition of their political and cultural identity. It stated that the Nagas have remained politically marginalised and excluded from decisions affecting their land, identity and institutions. The Naga people have been represented within UNPO since 1993.

According to the statement, tensions in Naga-inhabited areas intensified in early 2026 following clashes and attacks reported in Kangpokpi, Sikibung and Kamjong areas involving Naga and Kuki groups. UNPO also referred to the April 18 killing of two Tangkhul Naga civilians on National Highway 202 in Ukhrul district.

The organisation further criticised the continued imposition of the Armed Forces (Special Powers) Act or AFSPA in several districts, arguing that prolonged militarisation and political stagnation have worsened the situation instead of promoting a peaceful resolution.

UNPO called for inclusive political dialogue with Naga representatives, repeal of AFSPA and peaceful resolution of the Indo-Naga conflict. It also appealed to all armed groups to cease hostilities and refrain from targeting civilians.
