In a statement, the apex Tangkhul civil body accused the Ministry of Home Affairs and security forces of ignoring the concerns of Tangkhul Naga civilians while alleged Kuki militants continued attacks in areas including TM Kasom and Sinakelthei. The committee strongly condemned the reported bomb attack at New Heaven and firing at civilian vehicles along the Imphal–Ukhrul Road (NH-202).

The committee alleged that Central Security Forces have failed to respond adequately to repeated requests for protection while carrying out actions that it claimed harassed local civilians. It also raised concerns about operations conducted in the region, questioning the role and sincerity of security forces deployed in the area.

According to the statement, villagers from Roudei (TM Kasom) reported a premeditated attack by suspected Kuki militants in the early hours of April 30. The first incident occurred around 3:00 a.m. at Khayeiram (formerly New Heaven), where vehicles travelling on the Imphal–Ukhrul Road were reportedly targeted using bombs and heavy explosives. Another attack was reported around 5:30 a.m. targeting a moving vehicle within the village area.

The village authority said the attack originated from hill ranges between Chepu Yaolen village and Patleiyang hamlet and termed the incident a serious provocation against civilians. It also raised concerns about security lapses despite the presence of the Border Security Force stationed in the area.

The village body further claimed that armed militants are operating in hill ranges stretching from the Mongkot Chepu area to Chepu Yaolen in the Litan region. It called on the government to conduct thorough combing operations, dismantle illegal bunkers, and apprehend those responsible for the attacks.

The statement also urged the government to review the Suspension of Operations (SoO) agreement and appealed to civil society organisations to intervene to prevent further escalation and restore peace in the area.
