Imphal, May 3, 2026: The Kuki Liberation Army-Letkholun (KLA-L) has issued a detailed manifesto on the third anniversary of the May 3, 2023 violence in Manipur, reiterating its demand for a separate administrative arrangement and rejecting claims that normalcy has returned to the state.

In the statement, the group declared May 3 as “Separation Day”, stating that the prolonged conflict reflects what it described as a breakdown in relations between the Kuki and Meitei communities. The manifesto was also presented as a response to recent statements by Arambai Tenggol.
KLA-L alleged that the 2023 violence was not spontaneous but part of a larger, premeditated development, and made a series of claims regarding the role of certain groups and individuals in the escalation of the conflict.
The group further called for certain Meitei organisations to be designated as “terrorist organisations” and demanded legal action against specific political figures, including former Chief Minister N. Biren Singh and Rajya Sabha MP Leishemba Sanajaoba.
Rejecting the Centre’s narrative of improving conditions, KLA-L said there is no “normalcy” to return to, arguing that the situation on the ground remains unresolved. It also criticised the role of some elected representatives, claiming they do not reflect the concerns of affected communities.

Reiterating its core position, the group called for the creation of a separate administration with legislative powers, suggesting a model similar to a Union Territory with its own legislature.
The manifesto also paid tribute to those who lost their lives in the conflict and urged members of the Kuki community to remain united.
The statement, signed by Napoleon Kuki, Department of Information and Publicity of KLA-L, comes amid continuing tensions in Manipur, where demands for political solutions remain a key issue three years after the outbreak of violence.
