In a post on X, Singh said the Manipur Legislative Assembly had unanimously adopted Resolution No. 129 on August 5, 2022, to establish a State Population Commission and introduce the NRC in the state. He emphasized that the decision was formally taken on the floor of the Assembly.

According to Singh, the government moved forward in 2023 by constituting the Manipur State Population Commission, which was tasked with studying population patterns and demographic changes in the state.

He further noted that the Assembly reaffirmed the commitment to implement the NRC in March 2024, underscoring what he described as a consistent approach from decision to action.

The former Chief Minister said the records clearly show that steps had been taken toward implementing the NRC and criticised claims that nothing had been done, calling such assertions misleading.

Singh made the remarks while responding to critics whom he accused of attempting to discredit his government’s initiatives related to population regulation and demographic monitoring in Manipur.
