The one-day programme was organised under the aegis of the Department of Planning & Transformation Nagaland to formulate a roadmap for the state’s development over the next two decades.

Delivering the welcome address, Deputy Commissioner of Zunheboto, Dharam Raj, highlighted the importance of inclusive and participatory planning to ensure effective governance and development. He said the consultation aimed to bridge the gap between grassroots challenges and policy formulation while identifying key development targets for the years 2030, 2038, and 2047.

The DC stressed the need for deeper introspection on self-sufficiency and called for greater decentralisation by empowering district-level administration with enhanced roles and responsibilities.

The consultation focused on inclusive budgeting and prioritised fiscal planning for vulnerable groups such as persons with disabilities, women, and youth under 25. Participants also discussed leveraging the expertise of NITI Aayog to guide structured and sustainable growth.

The workshop was organised around five thematic pillars covering economic, social, environmental, infrastructure, and governance sectors. Officials from district line departments presented challenges and proposed forward-looking strategies in these areas.

Participants, including heads of departments, civil society organisations, representatives from educational institutions, and church leaders, were divided into specialised working groups to facilitate focused discussions.

Technical inputs were provided by a visiting NITI Aayog team comprising sector experts Nyanthung Y. Humtsoe, Shweta J. Shinde, and Varsha Badikol. The programme also featured an open house discussion moderated by EAC Zunheboto L. Chinglem Konyak, where stakeholders shared local concerns and long-term aspirations.

The workshop concluded with a vote of thanks delivered by District Planning Officer David Sema, who informed participants that the outcomes of the consultation will contribute to a comprehensive district report forming part of the state’s 2047 development master plan.
