Tura, April 15: The Understanding Lifelong Learning for All in Society (ULLAS) Festival 2026 was held at the SMELC Building in Dakopgre, Tura, bringing together neo-learners, educators, and officials to celebrate literacy and lifelong learning.

The festival highlighted the ULLAS – Understanding Lifelong Learning for All in Society initiative, which focuses on providing basic literacy, life skills, and continuing education opportunities for individuals aged 15 years and above who missed formal schooling.
The event was attended by several dignitaries including Chief Guest Marcuise N. Marak, Guest of Honour Vibhor Aggarwal, and Banteilang J. Kharshandi, Director of School Education & Literacy.
Speaking at the programme, Marak described ULLAS as a vital initiative that underscores the importance of lifelong learning. He said the programme aims to empower adults who were deprived of education and encourage them to acquire literacy and essential skills.

He also highlighted the state government’s commitment to education, noting that Meghalaya aims to achieve full literacy by 2030 under the leadership of Chief Minister Conrad K. Sangma. The state has increased its education budget to ₹3,347 crore this year, reflecting strong support for the sector.
The festival featured cultural performances by neo-learners from different districts of the Garo Hills region. Five neo-learners from each district were felicitated, while two learners aged above 50 were specially honoured for their inspiring pursuit of education.
The programme also included learner testimonies and the launch of awareness videos promoting literacy and adult education initiatives.
