Review Committee Meets to Examine Mizo Marriage and Inheritance Law Amendment

Aizawl, April 15: A review committee constituted by the Mizoram Government held an important meeting on Tuesday to examine public feedback and concerns regarding the recently amended Mizo Marriage and Inheritance of Property (Amendment) Act, 2026. The meeting took place at the Chief Secretary’s Conference Hall in Aizawl and brought together representatives from several prominent organisations, legal experts, and stakeholders to discuss the implications of the new legislation.

The meeting was chaired by Pu Zahmingthanga Ralte, Additional Secretary of the Law & Judicial Department, who heads the Review Committee established to assess the amendment following its passage during the 2026 session of the Mizoram Legislative Assembly.

The amendment has generated considerable public discussion across Mizoram, with sections of society expressing support for the reforms while others have raised concerns about certain provisions. In view of the diverse opinions emerging from different groups, the state government constituted the committee to carefully study the issues raised and consider suggestions for future action.

During the meeting, members reviewed several representations submitted by organisations and community groups. Among the matters discussed were letters submitted by the Mizo Hmeichhe Insuihkhawm Pawl (MHIP) to the Speaker of the Mizoram Legislative Assembly expressing dissatisfaction with certain aspects of the amended law. The committee also considered recommendations submitted by the Val Upa Council to the Chief Minister regarding the legislation.

Addressing participants, Zahmingthanga Ralte stated that some of the concerns raised by the public appear to have merit and deserve careful examination. At the same time, he noted that many criticisms seem to arise from misunderstandings or incomplete interpretations of the provisions contained in the amendment. He stressed the importance of ensuring that the public receives accurate information regarding the law and its intended objectives.

The amendment, which was officially published in the Mizoram Gazette on March 6, 2026, came into force immediately upon publication. Ralte clarified several provisions of the legislation during the meeting, including those related to marriage, divorce, and remarriage.

He specifically explained that individuals who have separated from their spouses are required to obtain a valid divorce certificate from a competent court before entering into a new marriage. Failure to comply with this requirement could result in legal consequences under Section 82 of the Bharatiya Nyaya Sanhita (BNS). The provision carries penalties that may include imprisonment of up to seven years, fines, or both.

The meeting was attended by representatives from a wide range of organisations, including the Council of Churches in Mizoram (CCM), Mizoram Kohhran Hruaitute Committee (MKHC), Mizo Language Development Board, MHIP Headquarters, Mizo Upa Pawl (MUP), the Mizoram State Commission for Women, the Bar Association, and other legal and social experts.

Participants were encouraged to continue examining the law carefully and provide constructive recommendations. Committee members emphasized that the legislation has significant implications for families, marriage customs, inheritance rights, and social relations across Mizoram. They stressed the need for thoughtful deliberation to ensure that any future recommendations are balanced, practical, and in the best interests of society.

The review process is expected to continue through further consultations and meetings before the committee submits its findings and recommendations to the government.nd individuals across Mizoram, with the aim of arriving at well-considered recommendations in future meetings.
