New Delhi, April 22: Mizoram Governor General (Dr.) Vijay Kumar Singh (Retd.) on Tuesday underscored the importance of integrated governance and inter-agency coordination while addressing officers attending the Advanced Professional Programme in Public Administration (APPPA) at the Indian Institute of Public Administration (IIPA) in New Delhi.

The Governor was speaking during his visit to the premier public administration institution, where he interacted with officers participating in the advanced training programme. His address focused on the evolving challenges of governance, national security, and the need for greater collaboration among institutions at all levels of government.
Addressing the participants, Singh observed that national security and effective governance are no longer dependent solely on the strength of individual institutions. Instead, he said, their success increasingly depends on how well different agencies, departments, and levels of government work together toward common objectives.
Emphasizing the concept of a “Whole-of-Government” approach, the Governor called for a shift away from traditional silo-based functioning toward a more integrated and coordinated system of governance. According to him, many contemporary challenges—ranging from infrastructure development and disaster management to national security and public service delivery—require collaborative efforts that cut across departmental boundaries.
“The effectiveness of governance depends on how efficiently institutions coordinate with one another,” he said, stressing that ministries, departments, and local administrations must function as parts of a unified system rather than as isolated entities.
The Governor noted that central ministries, state governments, and district administrations should work in close partnership to ensure efficient implementation of policies and programmes. Such coordination, he said, not only improves governance outcomes but also enhances accountability, transparency, and public trust.
As an example of successful collaborative governance, Singh cited the PM Gati Shakti National Master Plan, which seeks to integrate infrastructure planning across sectors and government agencies. He remarked that the initiative has demonstrated how effective coordination among multiple ministries, state governments, and local bodies can accelerate development projects, optimize resource utilization, and reduce duplication of efforts.
According to the Governor, PM Gati Shakti reflects the potential benefits of breaking down institutional barriers and fostering a culture of cooperation. He encouraged public administrators to embrace similar approaches in their respective areas of responsibility.
Singh further stressed that coordination should not remain confined to high-level policy discussions or inter-ministerial meetings. Instead, he argued, meaningful collaboration must extend to the grassroots level, involving district administrations, local bodies, and communities. He noted that successful governance requires active participation from all stakeholders and must be rooted in local realities and needs.
The Governor also highlighted the role of public servants in strengthening institutional cooperation and creating systems that encourage information-sharing, joint planning, and coordinated action. He said public administrators must develop the skills and mindset needed to work across organizational boundaries and address complex challenges through collective efforts.

Participants of the APPPA programme, which is designed to enhance the leadership and administrative capabilities of government officers, engaged with the Governor on issues relating to governance, policy implementation, and public administration.
Concluding his address, Singh emphasized that a secure, resilient, and prosperous nation is built not only on strong institutions but also on trust, shared responsibility, and collective action. He stated that governments at all levels must continue to strengthen coordination mechanisms to deliver better outcomes for citizens and meet the demands of an increasingly interconnected world.
The session formed part of the Governor’s ongoing engagement with academic and administrative institutions and highlighted the growing emphasis on collaborative governance as a key component of effective public administration in India.
