New Delhi, April 22: Mizoram Governor General (Dr) Vijay Kumar Singh (Retd) on Tuesday addressed participants of the Advanced Professional Programme in Public Administration (APPPA) during his visit to the Indian Institute of Public Administration (IIPA), New Delhi.
Speaking to officers undergoing the programme, the Governor highlighted that national security goes beyond the strength of individual institutions and depends largely on effective coordination among them. He emphasised the need for a “Whole-of-Government” approach, calling for a shift from siloed functioning toward integrated governance across all levels of administration.
The Governor noted that central ministries, state governments, and district administrations must operate as a unified and interconnected system to ensure efficient governance and better service delivery.
Citing PM Gati Shakti as a successful example of coordinated governance, Singh said the initiative has demonstrated how collaboration among multiple ministries, state governments, and local bodies can significantly improve infrastructure planning and reduce duplication of efforts.

He stressed that breaking institutional silos and fostering a culture of coordination is essential for effective governance. According to him, meaningful coordination should not remain limited to high-level meetings but must also involve active participation at the district level, including local administrations and communities.
Concluding his address, the Governor remarked that a secure and resilient nation is built on trust, shared responsibility, and collective action among institutions and citizens alike.
