Elected VC Members to Lead ADC Zones, Student Bodies to Audit Education System: Pradyot Debbarma

Agartala, April 27: Tipra Motha Supremo Pradyot Bikram Manikya Debbarma has unveiled a series of governance and education reforms for areas under the Tripura Tribal Areas Autonomous District Council (TTAADC), shortly after the party secured a second consecutive term in control of the autonomous council.

The announcement marks one of the first major policy initiatives by the Tipra Motha leadership following its electoral victory and is aimed at strengthening grassroots democracy, enhancing transparency and improving the quality of education in tribal areas.

Addressing party workers and supporters, Debbarma declared that only elected Village Council members would henceforth be eligible to serve as Chairpersons of zonal and sub-zonal bodies within the ADC. The move effectively ends the earlier practice of appointing nominated individuals to these influential positions.

According to Debbarma, the decision is intended to ensure that local governance remains firmly in the hands of representatives chosen directly by the people. He said the reform would strengthen democratic accountability and improve transparency in the functioning of local institutions across the ADC.

“Grassroots governance must be led by those who have received the mandate of the people. This step will make the system more accountable and responsive to local needs,” he stated.

Debbarma also announced that Village Council elections are expected to be conducted in June following directions from the Supreme Court of India. Preparatory work for the polls has already begun, he said, adding that the elections would further strengthen democratic institutions at the village level.

In a parallel initiative focused on education, the Tipra Motha leader revealed plans to involve student organizations in assessing the condition of schools across the ADC areas. The Twipra Students Federation (TSF) and other Tiprasa youth bodies will be tasked with conducting extensive audits of educational institutions.

As part of the exercise, six to seven inspection teams are expected to be constituted within the next eight to ten days. These teams will undertake surprise visits to schools across different ADC districts and evaluate key aspects of the education system.

The inspections will focus on school infrastructure, student enrollment and attendance, teacher strength, classroom conditions and the regularity of teaching staff. Debbarma said the teams may conduct multiple visits to the same institutions to ensure accurate assessments and identify persistent challenges.

The operational expenses of the inspection teams will be borne by the ADC administration, underscoring the council’s commitment to improving educational outcomes in tribal areas.

According to Debbarma, the findings of the audits will serve as the basis for future policy interventions and reforms. He emphasized that any major decisions regarding education would be taken only after a thorough ground-level evaluation of existing conditions.

The initiative reflects the TTAADC administration’s stated focus on strengthening governance structures and improving public services in tribal regions. Observers note that education remains one of the most critical sectors in the autonomous district council areas, where challenges related to infrastructure, teacher availability and student retention continue to affect learning outcomes.

By combining governance reforms with a comprehensive review of the education system, the Tipra Motha leadership aims to address long-standing concerns and create a more accountable and effective administrative framework within the ADC.

The announcements are expected to shape the council’s policy agenda in the coming months as the newly elected administration begins implementing its development and governance priorities across the tribal areas of Tripura.
