Under the new policy, only elected Village Council members will be appointed as Chairpersons of zonal and sub-zonal bodies in the ADC, ending the earlier practice of nominating individuals to these influential posts.
The announcement was made shortly after Tipra Motha regained control of the ADC headquarters at Khumulwng for a second term. Debbarma said the move aims to strengthen transparency and ensure that grassroots governance remains in the hands of elected representatives.
He also revealed that Village Council elections are expected to be held in June following directions from the Supreme Court of India, adding that preparations for the polls are already underway.
In a parallel initiative, student organisations including the Twipra Students Federation and other Tiprasa youth bodies will be tasked with auditing the education system in ADC areas.
According to Debbarma, six to seven teams will be formed within the next 8–10 days to conduct surprise inspections of schools across ADC districts. The teams will assess school infrastructure, student enrollment and attendance, as well as teacher strength and regularity.

The inspection teams may visit districts multiple times, and their operational expenses will be covered by the ADC administration.
Debbarma said the findings from these assessments will guide policy decisions and reforms aimed at improving the quality of education in tribal areas, emphasizing that major decisions will be taken only after thorough ground-level evaluation.
