Imphal, February 2: The Indigenous People’s Forum Manipur (IPFM) has urged the Manipur Governor to clarify the current status of the Suspension of Operations (SoO), alleging that cadres under the SoO arrangement are involved in poppy cultivation in hill areas across the state.
Addressing a press conference at the Manipur Press Club, IPFM Chief Advisor Ashang Kasar said the SoO agreement, which was intended to help restore peace, has instead enabled illegal activities detrimental to indigenous communities. He alleged that poppy cultivation continues unabated in several hill areas under the watch of SoO cadres.
Kasar pointed out that although the SoO period officially ended in 2025, there remains widespread public uncertainty regarding its present status. He stressed the need for transparency, stating that the lack of clarity has raised serious concerns among the people.

The IPFM has submitted memorandums to Union Home Minister Amit Shah and the Manipur Governor, demanding public disclosure of the current status of the SoO arrangement. The organisation also asserted that SoO camps should not be allowed in Naga-inhabited areas.
The forum called on the authorities to take firm action to ensure peace, accountability, and protection of indigenous rights, warning that continued ambiguity could further aggravate tensions in the state.
