The highlight of the visit was the foundation stone laying ceremony for the BTC Mini Secretariat, which will be constructed over 25 bighas of land at an estimated cost of around ₹150 crore. The proposed five-storey administrative complex is designed to serve as a modern governance hub for the Bodoland Territorial Council.

According to officials, the Mini Secretariat will accommodate several BTC departments under one roof, along with a conference hall and a dedicated BTC Legislative Assembly building. The project will also feature a guest house, residential quarters for officers and staff, internal road networks, landscaped surroundings, and ample parking facilities. The state government expects the complex to improve administrative efficiency and provide better public services across the BTR.

During the programme, the Chief Minister also laid the foundation stone for a railway flyover at Golma Chowk–Mission Chariali Road in Udalguri. The ₹63.45 crore project is expected to ease traffic congestion at the busy railway crossing, reduce travel time, and improve road safety. In a unique feature, a badminton facility will be developed beneath the flyover to ensure optimal utilisation of public space while promoting sports and community activities.
