Guwahati, February 16: Assam Chief Minister Himanta Biswa Sarma on Monday inaugurated the new Assam Legislative Assembly Secretariat building, a Digital Museum, and ALISA (AI for Legislative Intelligence System of Assam), marking a major step in the modernisation of the state's legislative infrastructure and the adoption of advanced digital technology for governance.

The newly constructed multi-storey Assembly Secretariat building has been designed to enhance the efficiency of legislative administration by providing modern office spaces and improved facilities for legislators, Assembly officials, and staff. The upgraded infrastructure is expected to strengthen the functioning of the Assembly Secretariat while supporting smoother coordination during legislative sessions and administrative activities.
A major highlight of the inauguration was the launch of ALISA, an Artificial Intelligence-powered platform developed to simplify access to the Assam Legislative Assembly's vast repository of records and proceedings. The system provides quick and intelligent search capabilities across nearly a century of legislative documents, debates, and archival records. It supports multiple languages, including Assamese, Bodo, Hindi, and English, making legislative information more accessible to lawmakers, researchers, students, journalists, and the general public.
Officials said ALISA will improve transparency and efficiency by enabling users to retrieve historical legislative information within seconds, significantly reducing the time required for manual searches. The AI-powered platform is also expected to strengthen evidence-based policymaking by providing legislators with easier access to previous debates, laws, and Assembly proceedings.
The Chief Minister also inaugurated the Assam Legislative Assembly Digital Museum, which showcases the state's democratic journey and chronicles the evolution of the Assembly since its inception. The museum features historical documents, photographs, multimedia displays, and interactive exhibits highlighting significant legislative milestones, prominent political leaders, and key events that have shaped Assam's political, social, and cultural development over the decades.
