Addressing a One-Day State Level Orientation Programme for Zilla Parishad Chairpersons (ZPCs), Zilla Parishad Members (ZPMs), Mayor, Deputy Mayor, Corporators, Councillors, and Gram Panchayat Chairpersons (GPCs), the Chief Minister emphasised that politics in Arunachal Pradesh has for long revolved around individuals and personal networks, a phase he said should now give way to responsible and institutional governance.
Highlighting the guiding philosophy of “Nation First,” Khandu underscored the critical role of grassroots representatives in delivering effective governance. He noted that panchayat leaders are often the first point of contact between the government and citizens, especially in rural and remote areas.
“If grassroots representatives are not fully aware of government schemes, policies, and procedures, it becomes difficult to guide people who depend entirely on them,” the Chief Minister said. He stressed that awareness, accountability, and commitment at the local level are essential for translating policies into tangible benefits.

Khandu further stated that development can succeed only when knowledge, regular follow-up, and sincerity converge at the grassroots. He called upon elected representatives to strengthen institutional processes and ensure that governance remains people-centric and policy-driven.
The orientation programme aimed to equip local body representatives with better understanding of governance mechanisms, welfare schemes, and their responsibilities in strengthening democratic institutions at the grassroots level.
