Addressing elected representatives from across the state, Khandu observed that politics in Arunachal Pradesh has historically revolved around individuals and personal networks. While acknowledging the role of leaders in shaping public life, he stressed that the time has come to strengthen institutions and adopt a governance model guided by principles, policies, and long-term development goals.
The Chief Minister highlighted the philosophy of “Nation First” and underscored the importance of grassroots representatives in ensuring effective delivery of government programmes and services. He noted that local body leaders serve as the closest link between the government and citizens, particularly in rural and remote areas where access to information and public services often depends on elected representatives.
“If grassroots representatives are not fully aware of government schemes, policies, and procedures, it becomes difficult to guide people who depend entirely on them,” Khandu said. He stressed that awareness, accountability, and dedication at the local level are critical for ensuring that development initiatives reach their intended beneficiaries.
The Chief Minister further stated that successful governance requires more than the announcement of schemes. He said development can only be achieved when knowledge, regular monitoring, and sincerity come together at the grassroots level. Elected representatives, he added, must take ownership of their responsibilities and work proactively to address local issues and improve public service delivery.
Khandu also urged local body representatives to strengthen democratic institutions by promoting transparency, accountability, and people-centric governance. He emphasized that institutional governance creates continuity and stability, ensuring that development efforts are not dependent on individual personalities but are sustained through strong systems and policies.

The orientation programme was organised to enhance the understanding of local representatives regarding governance mechanisms, welfare schemes, administrative procedures, and their constitutional responsibilities. Participants were encouraged to actively engage with government programmes and serve as effective facilitators of development in their respective areas.
The event reflected the state government's commitment to empowering grassroots institutions and building a governance framework that is inclusive, accountable, and driven by policy rather than personality.
