New Delhi, September 4, 2025: In a major breakthrough aimed at restoring normalcy in Manipur, the Kuki-Zo Council (KZC) has decided to reopen National Highway-02 for the free movement of commuters and essential goods. The announcement came following a series of discussions between officials of the Ministry of Home Affairs (MHA) and a delegation of the KZC in New Delhi over the past few days.
The KZC also assured full cooperation with security forces deployed by the Government of India to maintain peace and order along the crucial highway, which serves as a lifeline for the region.
Parallel to this development, a tripartite meeting was held in New Delhi today between representatives of the MHA, the Government of Manipur, and leaders of the Kuki National Organisation (KNO) and United People’s Front (UPF). The deliberations culminated in the signing of a renewed Suspension of Operations (SoO) Agreement, effective immediately for a period of one year.
Key Highlights of the Agreement
• The agreement reaffirms the territorial integrity of Manipur.
• It emphasizes the importance of a negotiated solution to achieve lasting peace and stability in the state.
• The KNO and UPF agreed to:
o Relocate seven designated camps away from conflict-prone areas.
o Reduce the total number of designated camps.
o Move weapons to the nearest CRPF/BSF camps for safe custody.
o Allow strict physical verification of cadres by security forces to ensure that foreign nationals, if any, are de-listed.
To ensure effective enforcement, a Joint Monitoring Group will oversee compliance with the ground rules. Any violations will invite firm action, including possible review of the SoO agreement.

This dual development - the reopening of NH-02 and the revised SoO pact - is being viewed as a crucial step towards easing tensions and restoring confidence among communities in Manipur, which has witnessed prolonged unrest in recent times.
