Aizawl, August 6, 2025: In a move aimed at protecting Aizawl’s primary water source, Aizawl District Magistrate Er. Lalhriatpuia, IAS, has issued a public order prohibiting the dumping of soil, stone dust, plastics, construction debris, and other waste materials into the Tlawng River.
The order, issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, seeks to prevent pollution of the river and safeguard public health. The Tlawng River serves as the principal source of water for Aizawl city, making its protection a matter of critical importance for residents and authorities alike.
According to the order, indiscriminate dumping of waste and debris into the river has raised concerns about environmental degradation and the deterioration of water quality. Officials warned that continued pollution could have serious consequences, including damage to aquatic ecosystems, contamination of water resources, and potential health hazards for communities dependent on the river.
The directive specifically prohibits the disposal of construction waste such as soil, sand, stone dust, and debris, as well as non-biodegradable materials including plastics and other pollutants. The administration has emphasized that all individuals, contractors, businesses, and organisations operating within the district must ensure that waste is disposed of through approved and environmentally safe methods.

Authorities have further stated that anyone found violating the order will be liable for action under Section 223 of the BNSS, 2023, which provides penalties for disobeying lawful orders issued by public authorities. The administration has warned that strict enforcement measures will be undertaken to ensure compliance.
The order came into effect on August 5, 2025, and will remain in force for a period of two months, unless modified or withdrawn earlier by the competent authority.
Appealing for public cooperation, the District Magistrate stressed that preserving the cleanliness and ecological health of the Tlawng River is a shared responsibility. Residents have been urged to support the initiative and help protect one of the state’s most vital natural resources for future generations.
