The programme, chaired by Malsawmdawngliani, Director, Local Fund Audit & Pension, A&T, focused on measures to stop unauthorised pension and family pension payments and the steps being taken to enable beneficiaries receiving such payments to voluntarily surrender them before the government’s deadline of September 30, 2026.

Addressing the gathering as the resource person, Malsawmdawngliani explained the legal provisions governing pension payments and highlighted cases of unauthorised pension and family pension through case studies. She said those who voluntarily surrender such payments within the stipulated period would be treated sympathetically by the government and would not be required to repay the money.

However, she warned that after September 2026, there would be no such concession and strict legal action would be initiated under the Bharatiya Nyaya Sanhita (BNS) or Bharatiya Nagarik Suraksha Sanhita (BNSS). Those found guilty could face financial penalties as well as imprisonment.

The Director urged persons currently receiving family pension illegally to surrender their Pension Payment Orders (PPOs) by submitting them to the Treasury Office from which they receive their pension. She said verification would be carried out through a task force after the deadline and action would be taken against those who submit false or forged documents.

She also called upon churches, Village Councils, Local Councils, voluntary organisations and government employees to cooperate with the government in identifying and preventing fraudulent pension claims.

According to the CCS (Pension) Rules, 1972, family pension is not admissible in several circumstances, including when a beneficiary marries or remarries, submits false birth certificates to establish eligibility, is a serving government employee or pensioner while claiming family pension from a parent, or submits false information regarding marriage, divorce or death to obtain the benefit.

Family pension is also not admissible where the beneficiary’s total monthly income exceeds the prescribed limit. The current threshold cited at the programme was Rs 12,702 per month, comprising the minimum pension of Rs 8,700 plus applicable Dearness Relief.

Treasury officials urged church leaders to issue only genuine certificates concerning the personal circumstances of their members, including marriage, birth, death and employment status, when such documents are submitted to the government.

Church representatives assured the authorities of their cooperation in the government’s efforts to prevent illegal pension claims.

Similar sensitisation programmes on the voluntary surrender of Pension Payment Orders are being conducted at district and block levels across Mizoram through Treasury Offices.

The Aizawl programme was chaired by Dr Lalzahawma, Aizawl North Treasury Officer, while Allen VL Pundir, Aizawl South Treasury Officer, proposed the vote of thanks.
