Serchhip, June 9: Mizoram Chief Minister Lalduhoma on Tuesday said the state's relatively small population and high literacy rate place it in a unique position to become a leader in digital governance and technology-driven public service delivery, as he reiterated his government's vision of transforming Mizoram into a fully digital state.

The Chief Minister made the remarks while inaugurating the Serchhip District Plan and Project Monitoring System, a new digital platform developed jointly by the Serchhip district administration and the National Informatics Centre (NIC). The launch was among several programmes attended by the Chief Minister during his visit to Serchhip district.
Addressing officials and stakeholders, Lalduhoma emphasized that digital technology has the potential to significantly improve governance by making public services more accessible, efficient and transparent. He urged all government departments to accelerate the digitisation of citizen services and strengthen online platforms to improve public access.
“Digital services benefit both government employees and citizens. Mizoram has a relatively small population and a high literacy rate, which makes the transition to a digital state much easier. If every department adopts digital platforms for service delivery, we can achieve our goal of becoming a fully digital state,” he said.
The Chief Minister praised the district administration and NIC for introducing innovative governance tools and noted that the new monitoring system would help improve coordination among departments, strengthen project implementation and provide real-time data for informed decision-making.
He said the platform would enhance transparency, reduce duplication of work and improve the utilisation of government resources. Referring to the launch of the “Vantlang Viltu” (Citizen’s Eye) platform last year, Lalduhoma said the government remains committed to promoting digital innovation across all sectors.
The Chief Minister stressed the importance of convergence and collaboration among departments, saying that effective coordination would help save time, resources and public funds while ensuring better outcomes for development projects.
Earlier in the day, Lalduhoma attended a distribution programme organised jointly by the district administration and the Artificial Limbs Manufacturing Corporation of India (ALIMCO) at the Serchhip Deputy Commissioner’s Conference Hall.
During the programme, assistive devices worth approximately Rs 19.25 lakh were distributed to 211 beneficiaries, including persons with disabilities and senior citizens. A total of 1,427 assistive devices were provided to 28 persons with disabilities and 183 elderly individuals from different parts of the district.
Congratulating the beneficiaries, the Chief Minister highlighted the importance of assistive devices in improving mobility, independence and quality of life for people facing physical challenges due to disability, age or accidents. He expressed appreciation to ALIMCO and district officials for ensuring that essential support reached those in need.
Lalduhoma noted that ALIMCO, established by the Government of India in 1972, has played a significant role in providing assistive devices to vulnerable groups across the country. He expressed hope that similar programmes would be expanded throughout Mizoram so that more deserving beneficiaries could receive support.
The Chief Minister later inaugurated major road infrastructure projects aimed at improving connectivity, promoting tourism and supporting local economic activities.
Among the projects inaugurated was the upgraded road leading to the Bawngchawm Paragliding Take-Off Point, a location increasingly recognised for its potential as a major adventure tourism destination. The project involved the improvement of a 4.7-kilometre road, including widening works and concrete pavement construction.
Lalduhoma also inaugurated upgraded link roads connecting Zawlpui and surrounding agricultural areas. The 11.2-kilometre road network serves several localities and farming zones, improving access for residents and agricultural producers.
Both projects were funded through NABARD and executed by Evergreen Construction & Consultancy of Aizawl.
The Chief Minister lauded the contractor for completing the projects nearly a year ahead of schedule while maintaining high standards of quality. He said contractors capable of delivering quality work within a shortened timeframe deserve public recognition.
“Hun tiam ral hmaa quality tha taka hna thawk zo thei Evergreen Construction & Consultancy chungah kan lawm a. Hetiang firm hi chawimawi ang u,” he said.
The Public Works Department, Serchhip Division, subsequently presented a Letter of Appreciation to the firm's proprietor, J. Vanlalliana, in recognition of the achievement.
Lalduhoma observed that the infrastructure projects would generate multiple benefits beyond tourism. Improved roads would support local farmers, facilitate transportation and strengthen rural economic activities while also enhancing access to one of Mizoram's most promising adventure tourism destinations.
He described the Bawngchawm paragliding site as a natural asset with the potential to host national and international sporting events and said improved connectivity would help unlock its full potential.
The Chief Minister concluded his visit by attending the final of the Serchhip MLA Cup 2026 at the Serchhip Sports Complex. Addressing players and spectators, he underscored the importance of sports in promoting healthy lifestyles, discipline and youth development.

He said football has become both a passion and a livelihood opportunity for many young Mizos and encouraged youth to pursue sports as a means of personal growth and career development. He also highlighted the role of sports in preventing substance abuse and fostering social cohesion.
Thanking all 23 village council teams that participated in the tournament, Lalduhoma said sports remain a powerful tool for building stronger communities and empowering young people.
The Chief Minister's visit reflected the government's broader development agenda, combining digital transformation, social welfare, infrastructure expansion, tourism promotion and youth empowerment to build a more connected, modern and progressive Mizoram.
