The delegation, comprising ambassadors and senior representatives from the European Union and its member states, will visit Guwahati to explore collaboration opportunities across key sectors, including renewable energy, sustainable infrastructure, healthcare, semiconductors, electronics manufacturing, tea, food processing, flavours and fragrances, and AYUSH.
According to a statement issued by the Delegation of the European Union to India and Bhutan, the visit is aimed at advancing cooperation between Europe and India’s Northeastern states, including Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. The engagement is aligned with the priorities outlined in the India-EU Comprehensive Strategic Agenda adopted during the India-EU Summit earlier this year.
Welcoming the delegation, Assam Chief Minister Himanta Biswa Sarma described the visit as an important milestone in Indo-EU relations and a major opportunity for Assam to deepen trade ties, attract investments, and create new avenues for economic growth.
“Assam today stands at a pivotal moment in history. The state’s strategic location as a gateway to Southeast Asia makes it well placed to attract EU support in green growth, sustainable industries, skill development and technology-led transformation,” Sarma said.
The Chief Minister highlighted Assam’s growing strengths in agriculture, tea, technology, energy, manufacturing and innovation, stating that closer engagement with Europe would open new opportunities for investment, employment generation and cross-border collaboration.
A key focus of the visit will be the launch of Assam’s first Blue Valley Cluster, a new industrial ecosystem designed to connect European and Northeastern Indian industries through sustainable value chains and innovation-driven partnerships.
Sarma described the initiative as the beginning of “a new era in pan-continental industrial ecosystem development.” Through the European Blue Valley Cluster Initiative, complementary industrial capabilities in Assam and Europe will be integrated into a common framework for bio-based value creation across multiple sectors.
The Blue Valley concept seeks to promote industrial clusters, strengthen micro, small and medium enterprises (MSMEs), and facilitate value-chain integration between India and the European Union. The initiative focuses on sectors such as clean energy, natural ingredients, bamboo-based industries, eco-friendly textiles, biotechnology, wellness products, smart manufacturing, flavours and fragrances, and sustainable food processing.
Officials said the cluster will operate under a “4P” model—Public-Private-People Partnership—bringing together governments, industries, research institutions and local communities. The initiative aims to enhance innovation, encourage sustainable manufacturing practices, promote skill development, and create scalable business models that can connect local producers to European markets.
During their stay, the Team Europe delegation is scheduled to hold discussions with Chief Minister Sarma and senior state government officials. A business delegation led by the Federation of European Businesses in India (FEBI) will also engage with stakeholders to identify investment opportunities and explore areas for long-term cooperation.
The delegation will participate in the “Blue Valleys: Building Ecosystems and Value Chains between India and Europe” workshop on June 9. The event, organized by the Government of Assam, is expected to bring together policymakers, industry leaders, investors and entrepreneurs from India and Europe to explore collaboration in sustainable industries, innovation, and manufacturing.

European Union Ambassador to India and Bhutan Hervé Delphin, who is leading the delegation, said Northeast India possesses immense economic potential owing to its natural resources, skilled workforce and strategic location.
“Northeast India, with Assam at its core, has enormous potential. Through initiatives like Blue Valleys, we are not merely discussing cooperation but creating long-term business-to-business partnerships that can drive growth for both the EU and India,” Delphin said in a statement.
He added that while India-EU relations have gained momentum following the recent summit, the objective is now to translate those commitments into tangible partnerships at the state level.
The delegation is also expected to visit Tata Electronics’ semiconductor facility in Assam, highlighting the state's emerging role in advanced manufacturing and high-technology industries. The visit is expected to provide European investors with firsthand exposure to Assam’s evolving industrial landscape, infrastructure capabilities and investment climate.
State officials believe the visit comes at a crucial time as Assam seeks to position itself as a major economic hub in India’s Northeast and as a gateway to Southeast Asian markets under India’s Act East Policy. Enhanced cooperation with the European Union is expected to support the state's ambitions in green energy, technology transfer, advanced manufacturing, sustainable agriculture, healthcare, and human resource development.
The visit is also expected to strengthen people-to-people exchanges, encourage academic and research collaborations, and create opportunities for Assamese businesses to integrate into global value chains.
For Assam, the arrival of Team Europe represents more than a diplomatic engagement. It is being viewed as an opportunity to showcase the state's economic transformation, attract international investment, and build strategic partnerships that could contribute to long-term sustainable development.
With discussions spanning trade, technology, sustainability, manufacturing and innovation, the Team Europe visit is expected to mark a new chapter in cooperation between Assam and the European Union, while reinforcing the Northeast’s growing importance in India’s global economic outreach.
