The decision was announced through a memorandum issued by the General Administration (Administrative Reforms) Department on May 13. Under the new guidelines, all Heads of Department (HoDs) have been directed to ensure that only 50 percent of Group C and Group D employees attend office on any given day, while the remaining employees perform their duties from home.

The initiative follows a recent appeal by Prime Minister Narendra Modi urging citizens, institutions and government bodies to adopt fuel conservation practices and explore work-from-home options wherever feasible. The state government said the move is intended to contribute to energy conservation efforts while maintaining the continuity of government services.

According to the memorandum, departments are required to prepare weekly duty rosters to regulate attendance. Employees will attend office on a rotational basis, with alternate groups working from home during different weeks. The government has advised departments to give preference during the initial phase to employees residing closer to their workplaces, thereby reducing travel requirements and fuel usage.

Officials stated that the arrangement is designed to ensure that administrative work continues without disruption while simultaneously minimizing unnecessary commuting. Departments have been instructed to monitor attendance and maintain efficient workflow under the new system.

The memorandum also makes it clear that employees working remotely must remain accessible through telephone, email and other electronic communication platforms during official working hours. They are required to respond promptly to official communications and report to the office whenever their presence is urgently needed.

To broaden the impact of the initiative, the state government has advised Public Sector Undertakings (PSUs), local bodies, autonomous organizations, statutory bodies and subordinate offices to adopt similar measures wherever practical. Authorities believe that extending the policy across various institutions will contribute significantly to fuel conservation and operational efficiency.

However, the government clarified that the order will not apply to departments and personnel involved in essential and emergency services, where uninterrupted physical presence is necessary for public welfare and safety. These services will continue to function under existing arrangements to ensure there is no disruption in critical operations.

Officials noted that the decision reflects the government's commitment to responsible resource management and sustainable administrative practices. In addition to reducing fuel consumption, the work-from-home arrangement is expected to lessen traffic congestion, lower transportation costs and contribute to environmental conservation by reducing vehicular emissions.

The memorandum has come into force with immediate effect and will remain operational until further orders are issued by the government. Departments have been asked to review the effectiveness of the arrangement and provide feedback to the administration for future policy considerations.

The move places Tripura among the states adopting flexible working arrangements as part of broader efforts to promote energy conservation and efficient governance. Authorities expressed confidence that with proper coordination and cooperation from employees, the initiative will help achieve its intended objectives while ensuring the smooth functioning of government offices.
