Kohima, May 7, 2026: The Naga Students’ Federation (NSF) has urged the Nagaland Police to take immediate and strict action against those accused in the alleged National Institute of Civil Service Examinations (NICSE) fraud case, expressing serious concern over the delay in investigation and justice delivery.

In a representation submitted to the Director General of Police, Nagaland, the NSF said an FIR had already been lodged on February 3, 2026 against Shri Suman Saha, Managing Director of NICSE, and his associates over allegations of cheating, financial exploitation, mental harassment, and the abrupt closure of NICSE coaching centres in Kohima, Dimapur, and Chümoukedima.
The Federation stated that despite considerable time having passed since the filing of the complaint, no visible progress or concrete action had been witnessed from the authorities.
According to the NSF, numerous students had enrolled in the institute with hopes of preparing for competitive examinations and had reportedly paid full course fees. However, the institution allegedly failed to provide the promised educational services as mentioned in its prospectus. The coaching centres were subsequently shut down without prior notice, while repeated appeals from students for refunds or completion of courses were allegedly ignored.
The Federation said the prolonged delay in investigation and legal proceedings had worsened the mental distress faced by affected students and raised serious public concern regarding justice delivery in matters involving students’ welfare.

In its appeal, the NSF urged the police authorities to expedite the investigation immediately, trace all accused persons involved in the case, and initiate strict legal action in accordance with the law.
“The concerned authorities must act with utmost sincerity and seriousness,” the Federation stated, while appealing to the DGP to personally intervene to ensure justice is delivered at the earliest.
The representation was jointly signed by NSF President Mteisuding and General Secretary Kenilo Kent, with copies also forwarded to the Chief Secretary and Home Commissioner of Nagaland.
