Mizoram CM Lalduhoma Calls for Action Against Non-Performing Government Employees

AIZAWL, May 26: Mizoram Chief Minister Pu Lalduhoma on Monday stressed the need for stricter accountability and disciplinary measures against non-performing government employees while inaugurating a Workshop for Disciplinary Authorities organised by the Vigilance Department at the ATI Auditorium in Aizawl.

The workshop, attended by disciplinary authorities from various government departments, focused on strengthening departmental disciplinary mechanisms and improving administrative efficiency within the state government.

Addressing the gathering, the Chief Minister said the Mizoram government is committed to building a disciplined, efficient and dedicated workforce capable of delivering better governance and public services. He stated that the government wants employees who are punctual, responsible and fully committed to their duties.

Lalduhoma said that soon after assuming office, the government initiated steps aimed at reforming the administrative system and improving the quality of governance. As part of these efforts, the government has proposed the formation of Service Review Committees to identify employees who are inefficient or no longer productive in service. He added that the government has also prepared a scheme that may include special pension provisions where necessary.

He said the measures were not intended to target employees unfairly, but to ensure better performance and greater accountability in government offices for the benefit of the people of Mizoram.

Calling the workshop the first of its kind in the state, Lalduhoma expressed hope that it would empower disciplinary authorities to take appropriate action in accordance with rules and regulations against employees involved in negligence or misconduct. He urged officials to clearly understand their duties, responsibilities and powers so that disciplinary procedures could be handled effectively and transparently.

The Chief Minister also stressed the importance of fairness and impartiality in departmental inquiries. He urged Inquiry Officers to rely strictly on facts and evidence without bias while conducting investigations. He further stated that the government would exercise caution in appointing Inquiry Officers and Presenting Officers.

Highlighting the government’s recognition of their responsibilities, Lalduhoma said the honorarium for Inquiry Officers and Presenting Officers has been increased in line with central government rates.

Referring to the latest Vigilance Department Quarterly Report for March 2026, the Chief Minister noted that some departments continued to report vigilance cases, while departments such as Agriculture & Farmers Welfare, Animal Husbandry & Veterinary, Art & Culture, Environment & Forests, Law & Judicial, and Tourism recorded zero vigilance cases. He congratulated those departments for maintaining clean records and encouraged others to work towards reducing and eliminating such cases.

The inaugural session was chaired by Vigilance Secretary Dr. YLN Reddy, IAS, who welcomed the participants. Acting Chief Secretary and Chief Vigilance Officer Pu Sudhir Kumar, IAS, delivered the keynote address. Following the inaugural programme, participants attended technical sessions and training on disciplinary procedures, responsibilities and administrative practices.
