Mizoram Government Signs Peace Accord with Hmar People’s Convention-D (LF) in Sakawrdai

Sakawrdai, April 14: The Mizoram Government on Tuesday signed a Memorandum of Settlement with the Hmar People’s Convention Democratic (Lalhmingthanga Sanate’s faction), marking a significant step toward lasting peace and stability in the state.

The agreement was signed at Vengpui Community Hall in Sakawrdai, with Home Department Secretary Pu David Lalthantluanga representing the Mizoram Government and HPC-D (LF) President Pu Lalhmingthanga Sanate signing on behalf of the organisation. The signing ceremony was attended by Adviser to the Chief Minister (Political) Pu Lalmuanpuia Punte, DIG (Northern Range) Pu Rodingliana Chawngthu, and other officials.

Addressing the gathering, Pu Lalmuanpuia Punte said that insurgency often arises from the absence of development and expressed hope that the agreement would pave the way for progress and stability. He also noted that unlike previous accords signed quietly in Aizawl, the present settlement was signed publicly in Sakawrdai, allowing the local community to witness the historic moment.

Home Secretary Pu David Lalthantluanga described the agreement as another important milestone in Mizoram’s journey towards peace. He recalled that the Hmar People’s Convention was formed in 1986 and had earlier signed peace agreements in 1994 and 2018. With the latest accord involving HPC-D (LF), he stated that Mizoram no longer has any armed insurgent group operating within the state.

The government also announced that a peace camp would be set up near Mauchar for members of the group. A laying-down-of-arms ceremony is scheduled to be held on April 30, 2026, at CTI, Sesawng, where 43 cadres of the organisation are expected to surrender their weapons and return to normal civilian life.

HPC-D (LF) President Lalhmingthanga Sanate said that the group had spent 33 years in armed struggle and had sacrificed much before reaching the current settlement. While acknowledging that the agreement may not fully meet all their demands, he expressed satisfaction that it provides a path forward and affirmed their commitment to implementing the accord.

The peace process began in 2024 with negotiations between the state government and the group, including multiple rounds of talks held in Silchar and Aizawl. After months of discussions and consultations, both sides finalised the Memorandum of Settlement, bringing the peace dialogue to a successful conclusion.

The signing ceremony was attended by community leaders, representatives of civil society organisations, and officials from various departments, marking what many described as a historic step toward lasting peace and development in the Hmar-inhabited areas of Mizoram.
