Imphal, April 22: The Government of Manipur has issued a notification designating the Administrative Secretary (Home) as the Designated Authority under Section 43A of the Unlawful Activities (Prevention) Act, 1967, empowering officers to exercise powers related to arrest, search and seizure under the Act.

According to the notification issued by the Home Department, officers not below the rank of Head Constable or Havildar in both Civil and Armed Police have been authorised to act as officers of the designated authority for implementing the provisions of Section 43A of the UAPA.
The order states that the designated authority may authorise officers to arrest individuals or conduct searches of buildings, vehicles or premises if there is reasonable belief that an offence under the Act has been committed or is about to be committed.
Section 43A of the UAPA allows authorised officers to act on personal knowledge or credible information to prevent unlawful activities, including the seizure of documents, articles or properties that may serve as evidence of such offences.

The notification further clarifies that the authorisation has been issued with immediate effect and will remain in force until further orders.
The order was issued by Dr. Mayengbam Veto Singh, Joint Secretary (Home), Government of Manipur, and circulated to key authorities including the Governor’s Secretariat, Chief Secretary, Director General of Police, district magistrates and superintendents of police across the state for implementation.
