Guwahati, April 21: The Chief Secretary of Assam Dr. Ravi Kota, IAS, attended the Civil Services Day programme held at the Assam Administrative Staff College on Monday. The event was organised by the Personnel Department and the Administrative Reforms, Training, Pensions and Public Grievances (ARTP&PG) Department.

Addressing officers from various departments, the Chief Secretary described the occasion as an opportunity for reflection and introspection on the role and responsibilities of civil servants.
He highlighted that civil services were envisioned by the framers of the Constitution not merely as an administrative structure but as a key institution to preserve the unity, integrity and continuity of governance in a diverse nation. He also referred to the constitutional provisions under Articles 308 to 313, which emphasise merit, neutrality and institutional integrity in public administration.
Recalling the vision of Sardar Vallabhbhai Patel, the Chief Secretary said that a strong, independent and fearless civil service is essential for maintaining national unity. He also acknowledged the contributions of B. R. Ambedkar in establishing a rule-based and merit-driven institutional framework through the Public Service Commissions.

He emphasised that while governments may change in a democratic system, the responsibility of civil servants remains constant, guided by professionalism, impartiality and commitment to public service.
Encouraging officers to embrace challenges, the Chief Secretary urged them to focus on meaningful contributions rather than positions, and to uphold the core values of integrity, impartiality, courage and character in the service of the state.
