Itanagar, April 27, 2026: Capital Police in Arunachal Pradesh have arrested four persons in connection with an assault and attempted abduction incident that occurred near IG Park in Itanagar.
According to police, the incident came to light after a written complaint was filed at Itanagar Police Station at around 12:15 am on April 27. The complainant, an advocate by profession, reported that he had gone to IG Park for his evening run on April 26.
After finishing his run and while leaving the park, he was allegedly approached by a group of individuals who claimed they were looking for a particular person. The complainant stated that he was wrongfully restrained, physically assaulted, and held by his hands, legs, and neck. The group allegedly attempted to forcibly take him away from the spot.
However, the advocate managed to resist, free himself, and ran back into the park to seek safety before approaching the police station to file a complaint.
During the investigation, police found that the accused had gone to IG Park in search of a suspected drug supplier based on information gathered during their own private inquiry. The complainant was allegedly mistaken for the individual they were looking for.
Further inquiry revealed that prior to the incident, the accused persons had allegedly picked up suspected drug users from different locations, assaulted and interrogated them, recorded videos, and forced them to disclose the names of alleged suppliers.

Police stated that these actions were not part of any authorised police operation and emphasised that no private individual or group has the authority to detain, assault, interrogate, threaten, film, or forcibly take away any person on suspicion of criminal activity.
The group was reportedly led by Hibu Rika, General Secretary of the Anti Drugs Squad, along with his associates.
Based on the complaint, Itanagar Police registered a case (No. 112/2026) under sections 126(2), 115(2), 351(3), 140(3), 62, and 3(5) of the Bharatiya Nyaya Sanhita (BNS). All four accused have been arrested and further investigation is underway.
