At the swearing-in ceremony, Nemcha Kipgen and Losii Dikho took oath as Deputy Chief Ministers of Manipur. In addition, Konthoujam Govindas Singh and Khuraijam Loken Singh were sworn in as Cabinet Ministers.

The oath-taking ceremony followed the revocation of President’s Rule in Manipur earlier in the day. President’s Rule had been imposed on February 13, 2025, after the resignation of the previous chief minister amid sustained political instability and ethnic violence, placing the state under direct central administration for nearly a year.

Earlier on Tuesday, the Bharatiya Janata Party-led National Democratic Alliance (NDA) formally staked its claim to form the government before the Governor of Manipur, following which the constitutional process for government formation was completed. The BJP Legislature Party had unanimously elected Yumnam Khemchand Singh as its leader.

The formation of the new government comes at a sensitive time for Manipur, which has witnessed prolonged ethnic conflict and administrative challenges. While the return of an elected government is being seen as a step towards restoring democratic governance, the political developments have also triggered sharp reactions from sections of civil society groups, particularly in the hill districts.

With the new Council of Ministers now in place, attention is expected to shift to governance, restoration of law and order, and efforts toward reconciliation and stability in the conflict-affected state.
