Nagaland CM raises state’s fiscal concerns with Union Finance Minister

New Delhi, Feb 4: Nagaland Chief Minister Dr. Neiphiu Rio on Tuesday met Union Finance Minister Nirmala Sitharaman in New Delhi and raised concerns regarding the fiscal implications of the recommendations made by the 16th Finance Commission, particularly the proposal to discontinue Revenue Deficit Grants (RDGs) and the reduction in tax devolution for the state.

The meeting comes at a crucial time as states across the country prepare for the implementation of the Finance Commission's recommendations, which will govern Centre-State fiscal relations for the five-year period beginning April 1, 2026. The discussions focused on the potential impact of the proposed changes on Nagaland's financial stability, development programmes, and public service delivery.

Sharing details of the meeting through a social media post, Chief Minister Rio stated that he conveyed the state's concerns regarding the discontinuation of Revenue Deficit Grants, which have historically played a vital role in supporting Nagaland's finances. Given the state's unique geographical challenges, limited revenue-generating capacity, and dependence on central assistance, Rio stressed the importance of continued fiscal support to ensure uninterrupted implementation of development initiatives and welfare schemes.

The Chief Minister also highlighted concerns over the reduction in tax devolution allocations, which could affect the state's ability to meet growing expenditure commitments in sectors such as education, healthcare, infrastructure, rural development, and social welfare. He emphasised that northeastern states like Nagaland require sustained financial support to bridge developmental gaps and address region-specific challenges.

According to Rio, Union Finance Minister Sitharaman listened carefully to the concerns raised by the Nagaland delegation and assured them of the Union Government's continued support. The Chief Minister expressed gratitude for her understanding of the state's position and appreciated her willingness to engage constructively on issues affecting Nagaland's fiscal future.

The 16th Finance Commission, tasked with recommending the distribution of financial resources between the Centre and states, has retained the vertical share of tax devolution to states at 41 percent of the divisible pool of central taxes. However, the Commission has proposed discontinuing routine Revenue Deficit Grants while placing greater emphasis on fiscal discipline, efficiency in public expenditure, and outcome-based governance. These proposals have sparked discussions among several states, particularly those with limited own-source revenue, which rely heavily on central transfers to balance their budgets.

Chief Minister Rio was accompanied by Deputy Chief Minister T.R. Zeliang and other senior officials during the meeting. The delegation held detailed discussions on the possible implications of the Finance Commission's recommendations on Nagaland's fiscal planning and future developmental priorities.

The meeting also forms part of a broader national debate over fiscal federalism, with several states advocating for greater financial flexibility and enhanced central support to meet increasing developmental and welfare obligations. Many state governments have argued that existing fiscal arrangements should take into account regional disparities, geographical constraints, and varying levels of economic development.
