Agartala, February 7: Tripura Chief Minister Prof. (Dr.) Manik Saha on Thursday chaired a high-level review meeting at the State Secretariat to assess measures for managing stray dogs and other stray animals on roads, with a focus on improving public safety while ensuring the welfare and humane treatment of animals.

The meeting brought together officials from various departments, including urban development, animal resources development, local bodies and law enforcement agencies, to discuss the growing challenges posed by stray animals in both urban and rural areas of the state. Participants reviewed existing mechanisms and explored strategies to address concerns related to road safety, public health and animal welfare through coordinated action.

During the meeting, the Chief Minister emphasized that the issue of stray animals requires a balanced and comprehensive approach that protects commuters and pedestrians while also upholding ethical standards in animal care. He noted that the increasing presence of stray dogs and other animals on roads has become a matter of concern due to the risk of accidents, traffic disruptions and public safety incidents.

Dr. Saha reviewed the current measures being implemented by civic authorities and concerned departments and directed officials to strengthen coordination to ensure more effective management of the issue. He stressed that isolated efforts would not be sufficient and that all stakeholders must work together to develop practical and sustainable solutions.

“The safety of citizens is a priority, but at the same time, we must ensure that animals are treated humanely and in accordance with established welfare guidelines. A coordinated and scientific approach is essential for addressing this challenge effectively,” the Chief Minister said.

The meeting focused on the need for data-driven planning and evidence-based interventions. Officials discussed the importance of conducting surveys to assess the stray animal population and identify areas where the problem is most severe. Such information, it was noted, would help authorities formulate targeted strategies and allocate resources more efficiently.

Dr. Saha also highlighted the importance of preventive measures, including sterilization programmes, vaccination drives and public awareness campaigns. He said these initiatives can play a significant role in controlling the stray animal population, reducing health risks and minimizing conflicts between humans and animals.

The Chief Minister called for greater cooperation between municipal bodies, panchayats, animal husbandry authorities, veterinary experts and animal welfare organizations. He noted that collaborative efforts are necessary to implement long-term solutions that address the root causes of the problem rather than relying solely on temporary measures.

Participants also discussed the role of public awareness in promoting responsible animal management practices. Officials stressed the need to educate citizens about issues such as responsible pet ownership, proper waste disposal and the importance of supporting animal welfare initiatives. Improved awareness, they said, can help reduce the factors that contribute to the growth of stray animal populations.

Road safety emerged as a key focus during the discussions. Officials noted that stray animals frequently wander onto roads and highways, creating hazards for motorists and pedestrians. The Chief Minister directed departments to identify accident-prone locations and develop appropriate interventions to improve safety in those areas.

The review meeting reflects the state government's broader commitment to creating safer and more organized public spaces while ensuring compassion and care for animals. Dr. Saha reiterated that effective governance requires addressing public concerns through well-planned and humane solutions that serve the interests of both people and animals.

The meeting concluded with directions for concerned departments to enhance coordination, prepare action plans and explore innovative approaches to stray animal management. Officials expressed confidence that a collaborative and systematic strategy would help reduce road safety risks, improve public welfare and strengthen animal care practices across Tripura.

The initiative is expected to contribute to safer urban and rural environments while reinforcing the government's commitment to responsible governance, public safety and ethical treatment of animals.
