Transgender Activist Moves Manipur HC Seeking Suo Motu Action Over Highway Blockades

Imphal, February 18: A transgender social activist from Manipur has submitted a letter petition to the High Court of Manipur seeking suo motu cognizance over alleged failure of the State and Central governments to ensure free movement on National Highways amid ongoing tensions.

In the petition addressed to the Chief Justice through the Registrar General, Malem Thongam stated that the governments have failed to uphold constitutional obligations to guarantee free movement and maintain law and order, resulting in alleged violations of Articles 14, 19, and 21 of the Constitution.

Thongam, who described herself as a peace campaigner, said she undertook a 2,300-km “Cycling for Peace” expedition from Delhi to Imphal between October and December 2025 to promote harmony. She claimed to have faced death threats while attempting to exercise her right to free movement under Article 19(1)(d).

The petition alleges that threats were issued by the Committee on Tribal Unity (COTU) and other Kuki organisations, and that despite lodging formal complaints and seeking registration of an FIR, no arrests have been made. The letter further contends that authorities have failed to prevent what it termed “economic and physical blockades” on National Highways in the state.

Thongam also stated that she was compelled to travel under heavy security escort for her safety and urged the High Court to intervene to protect constitutional rights and restore the rule of law.

The petition calls for judicial intervention to ensure unhindered movement on National Highways and to hold accountable those allegedly responsible for intimidation and disruption..
