Addressing concerns over congestion in Shillong, Sangma said the government is adopting a two-pronged strategy - solving current urban challenges while building opportunities in New Shillong. Measures underway include organized street vending zones, a fleet of 120 city buses (including electric and AC buses), drainage cleaning, river rejuvenation, and 11 planned multi-level car parks.

Reiterating the state’s target of building a $10 billion economy by 2028, the Chief Minister said over ₹6,000 crore has been sanctioned for New Shillong projects, with nearly 30% already spent.

Phase 1, spread across 915 acres, houses major institutions including the Meghalaya Secretariat, Indian Institute of Management Shillong, National Institute of Fashion Technology, North Eastern Institute of Ayurveda & Homoeopathy, and North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences.

The ₹1,231 crore Meghalaya Secretariat project is 35% complete, while the new Legislative Assembly building is nearing completion. The area is also emerging as a commercial hub, with Unity Mall about 40% complete and commercial streets planned.

Sangma informed that 64.9 acres have been earmarked for higher education and skilling institutions. The IT Park has generated around 1,500 jobs. Housing plans include 51.68 acres for residential development, with 10.9 acres set aside for affordable housing comprising 435 units.

Phase 2 at Mawkhanu will include a major IT Park, a Skills & Innovation Hub, a monolith tower, and a 40,000-seater football stadium, aimed at creating employment and investment opportunities for the youth.

The Chief Minister said the Greater Shillong Master Plan, covering 288.5 sq km, has been prepared using GIS-based, risk-informed planning to prevent unsafe development in flood- and landslide-prone areas. Infrastructure upgrades in water, power, roads, and airport expansion are also underway.

Sangma asserted that New Shillong is being developed through scientific planning, environmental safeguards, and community participation to ensure long-term sustainability and inclusive growth.
