Kohima, February 18: A meeting of the Administrative Heads of Departments (AHoDs) and Heads of Departments (HoDs) was held at the Nagaland Civil Secretariat, Conference Hall, Kohima, on Tuesday under the chairmanship of Chief Secretary Sentiyanger Imchen.

During the first AHoDs and HoDs meeting of 2026, the Chief Secretary expressed concern over instances of officers leaving station without formally availing leave of absence. He reminded that AHoDs must obtain prior approval from the Chief Secretary before leaving station, while HoDs are required to seek permission from their respective Administrative Heads of Office.
Imchen also advised officers to prioritise workshops and meetings that are directly relevant to their departments, cautioning against indiscriminate participation that hampers administrative efficiency and routine functioning.
Highlighting the importance of achieving the Sustainable Development Goals (SDGs) and the vision of Viksit Bharat outlined by the Chief Minister in a recent Cabinet meeting, the Chief Secretary directed all departments to chalk out clear strategies, concrete proposals, and action plans to meet SDG targets. He expressed concern that despite the preparation of the State’s Vision 2030 document with inputs from all departments, implementation has been limited. He informed that his office would be writing to each department and asked them to be prepared.

Home Commissioner Abhijit Sinha stressed the importance of the presence of AHoDs and HoDs during Assembly and budget sessions to ensure timely and accurate responses when departmental questions are raised in the House. He also urged departments to prepare Governor and Budget speeches with clarity, innovation, and a forward-looking approach, avoiding repetition of past achievements.
Finance Commissioner Kesonyu Yhome briefed officers on the status of budget preparations and called for strict adherence to deadlines. He noted that some departments are yet to submit materials for the Governor’s Address and Budget Speech despite the February deadline. Yhome further raised concerns over delays in reconciliation of accounts with the Accountant General’s office and directed departments to ensure timely updates and coordination to avoid unnecessary escalation of issues. All AHoDs and HoDs attended the meeting.
