Mizo Student Bodies Conduct ILP Drive in Aizawl; 68 Without Valid Permits Detained

Aizawl, February 22, 2026: The Mizo Zirlai Pawl (MZP), in collaboration with various College Students’ Unions and local leaders, conducted a large-scale Inner Line Permit (ILP) inspection drive across Aizawl on Saturday, resulting in the detection of 68 individuals who were found without valid permits or possessing improper ILP documentation.

The joint operation was carried out in several key locations across the state capital, including Kulikawn, Dawrpui Bazar, Vaivakawn, and Bawngkawn. Volunteers and student leaders inspected workers, labourers, and other non-local residents to verify compliance with ILP regulations. Individuals found without valid documents were subsequently handed over to the concerned authorities for further verification and necessary legal action.

According to MZP leaders, the inspection was part of ongoing efforts to ensure proper implementation of the Inner Line Permit system, which regulates the entry and stay of non-locals in Mizoram. The organisation stated that recent inspections have revealed changing trends in ILP violations, particularly among migrant workers and daily wage earners entering the state for employment purposes.

MZP noted that many non-local workers were found travelling in vehicles registered in neighbouring Assam. Some of these vehicles were allegedly being operated without proper licences or documentation. The student body expressed concern over the increasing number of such vehicles seen in Aizawl and surrounding areas, stating that the issue requires closer monitoring by the authorities.

The organisation also reported that several individuals who possessed valid ILPs were found engaging in activities that did not correspond with the purpose specified in their permits. Such violations, MZP said, undermine the intent of the ILP system and warrant stricter scrutiny.

Another matter highlighted during the drive was the detection of seven sponsorship-related cases involving non-locals. MZP described it as unusual that non-locals were sponsoring other non-locals for permit-related purposes. The organisation urged the state government to conduct a thorough review of such cases and take appropriate action if any irregularities or misuse of the system are discovered.

MZP further called for stricter monitoring of permit issuance procedures and emphasized the need to ensure that ILPs are granted only in accordance with existing rules and regulations. The student body maintained that effective enforcement of the ILP system is essential for maintaining administrative control and ensuring compliance with state regulations.

The organisation expressed appreciation to local volunteers, community leaders, and personnel of the Traffic Police Department for their cooperation and support during the inspection drive. Their assistance, MZP said, contributed significantly to the smooth conduct of the operation.

With increasing movement of people into Mizoram through entry points such as Sairang and other gateways, MZP appealed to the public to remain vigilant. The organisation urged residents to verify the ILP status of workers employed in their homes, businesses, and construction sites and to report suspected violations to the authorities.

The inspection drive reflects ongoing efforts by student bodies and community organisations to support enforcement of the ILP system while encouraging compliance with regulations governing the entry and stay of non-locals in Mizoram.
