Karko Village Signs MoU Supporting PFR for Siang Upper Multipurpose Project

Yingkiong, February 1: In a significant development for the proposed Siang Upper Multipurpose Project (SUMP), residents of Karko village in Upper Siang district on Sunday signed a Memorandum of Understanding (MoU) with the Government of Arunachal Pradesh, extending formal support for the preparation of the project’s Pre-Feasibility Report (PFR). The move marks another important step in the preliminary assessment phase of one of the country’s most ambitious hydropower and flood-management projects.

The MoU signing ceremony was held at the Deputy Commissioner’s Bungalow meeting hall in Yingkiong. The agreement was signed by Dumiin Nokar, representing Karko village, and Upper Siang Deputy Commissioner Talo Jerang, in the presence of district officials, representatives of the Hydro Power Department, and community leaders.

The event was attended by Pasighat West MLA Ninong Ering and Tuting-Yingkiong MLA Alo Libang, who stressed the importance of adopting a transparent, scientific, and consultative approach in the planning and execution of large infrastructure projects. Both leaders emphasized that the preparation of the PFR is a crucial stage that will help assess the technical feasibility, environmental impact, social implications, and strategic importance of the proposed project.

Addressing the gathering, Ninong Ering said the signing of the MoU demonstrates the government’s commitment to engaging local communities through dialogue and informed participation. He stated that development initiatives of such magnitude must be pursued responsibly, ensuring that the voices and concerns of affected communities are heard and addressed at every stage.

Alo Libang highlighted the long-term benefits of the Siang Upper Multipurpose Project, noting its potential role in strengthening energy security, mitigating floods, improving water management, and driving sustainable economic growth in the region. He also emphasized the need to safeguard the interests, rights, and welfare of indigenous communities throughout the planning and implementation process.

Several senior officials were present at the programme, including Chief Engineer (Siang Basin), Department of Hydropower Development (DHPD), Er. Karom Preme; Joint Secretary, Hydro Power Department, Hage Lailang; Superintendent of Police, Upper Siang, Token Saring; Nodal Officer (SUMP), Er. Atek Miyu; and Superintending Engineer, DHPD Jengging, Er. D. Kamduk.

Residents of Karko village welcomed the government’s awareness-driven and participatory approach and assured their full cooperation in activities related to the preparation of the PFR. With Karko joining the process, five villages—Riew, Riga, Pangkang (Kumku), Begging, and Karko—have now signed MoUs supporting the PFR preparation.

The proposed Siang Upper Multipurpose Project, with an estimated generation capacity of around 11,000 MW, is envisioned as a project of national significance. Apart from hydropower generation, it is expected to contribute to flood moderation, water resource management, energy security, and long-term socio-economic development in Arunachal Pradesh and the wider region.

Officials said the continued support from local communities will play a vital role in facilitating scientific studies and ensuring that the project’s planning process remains transparent, inclusive, and responsive to local concerns.
