Karko Village Signs MoU Supporting PFR for Siang Upper Multipurpose Project

Yingkiong, February 1: In a significant step towards advancing the preparatory phase of the Siang Upper Multipurpose Project (SUMP), residents of Karko village on Sunday signed a Memorandum of Understanding (MoU) with the Government of Arunachal Pradesh, extending formal support for the preparation of the project’s Pre-Feasibility Report (PFR).

The MoU signing ceremony was held at the DC Bungalow meeting hall in Yingkiong. The agreement was signed between village representative Dumiin Nokar and Upper Siang Deputy Commissioner Talo Jerang, in the presence of district officials and representatives from the Hydro Power Department.

The programme was attended by Pasighat West MLA Ninnong Ering and Tuting - Yingkiong MLA Alo Libang, who emphasised the need for a transparent, scientific and consultative approach to development. They said the PFR is a crucial first step to assess technical feasibility, environmental impact, social implications and strategic importance of the project, while ensuring community participation and safeguarding local interests.

Senior officials present at the event included Chief Engineer (Siang Basin), DHPD Er. Karom Preme; Joint Secretary, Hydro Power Department, Hage Lailang; Superintendent of Police, Upper Siang District, Token Saring; Nodal Officer (SUMP) Er. Atek Miyu; and Superintending Engineer, DHPD, Jengging, Er. D. Kamduk.

Addressing the gathering, Ninnong Ering said the agreement reflects the government’s responsible and transparent approach to large infrastructure projects, stressing that informed consent and dialogue with local communities remain central to the process. Alo Libang highlighted the long-term significance of SUMP in strengthening energy security, moderating floods and promoting sustainable regional development, while ensuring the welfare and rights of indigenous communities.

Residents of Karko village welcomed the government’s awareness-driven and consultative process and assured full cooperation in PFR-related activities. With Karko’s endorsement, five villages - Riew, Riga, Pangkang (Kumku), Begging and Karko - have now signed MoUs supporting the PFR preparation.

The Siang Upper Multipurpose Project, with an estimated capacity of around 11,000 MW, is envisioned as a major hydropower and flood-management initiative of national importance, aimed at regulating river flows, enhancing water and energy security, and fostering long-term development in the region.
