Gangtok, February 11: The Government of Sikkim on Tuesday signed a Memorandum of Understanding (MoU) with the Capacity Building Commission (CBC) and Karmayogi Bharat at the Conference Hall of Tashiling Secretariat, Gangtok, to implement the framework of Mission Karmayogi in the State.

Mission Karmayogi, an initiative of the Government of India, aims to transform civil services through continuous capacity building, competency-based training and digital learning.
Chief Secretary of Sikkim, R. Telang, expressed gratitude to the officials of CBC and Karmayogi Bharat and stated that the MoU would help strengthen institutional capacity and align training programmes with defined competencies and performance outcomes. He noted that Sikkim has adopted several citizen-centric practices and said the collaboration would further enhance governance systems and help set administrative benchmarks.
Emphasising structured training and capacity-building plans, Telang urged departments to adopt the institutional mechanisms under Mission Karmayogi and conduct team-building exercises to improve coordination and service delivery.
Principal Consultant, CBC, Chandralekha Mukherjee, in her virtual address, highlighted the importance of linking capacity building plans, technology adoption and AI-enabled training directly to performance outcomes. She underscored the role of the iGOT Karmayogi digital platform in enabling competency mapping, personalised learning pathways and digital tracking of progress.

Member (HR), CBC, Dr. R. Balasubramanium, elaborated on the Karmayogi Competency Model, which integrates behavioural, functional and domain competencies to create a citizen-centric and future-ready civil service. He also outlined initiatives such as Capacity Building for Viksit Panchayats and the Rashtriya Karmayogi Large Scale Intervention.
General Manager, Karmayogi Bharat, Soumi Banerjee, presented on the iGOT digital platform, describing it as a Digital Public Infrastructure for large-scale capacity building. She highlighted features such as AI-driven capacity-building plans, competency mapping, monitoring dashboards and State-specific content in regional languages.
The programme was attended by Heads of Departments, Secretaries and officials from CBC, Karmayogi Bharat and the State Government. The event concluded with a vote of thanks by Special Secretary, DOP-cum-Director, ATI, Mahesh Sharma.
