Namsai, February 12, 2026: Arunachal Pradesh Deputy Chief Minister Chowna Mein inaugurated the annex building, described as a “new-age learning center,” at the District Library in Namsai, marking a significant step towards strengthening modern educational infrastructure in the district.

The programme was attended by MLA Chau Zingnu Namchoom, Secretary of Public Libraries Mrs. Mamta Riba, Director of Public Libraries Mrs. Yanga Rigia Ete, Deputy Commissioner C.R. Khampa, senior officials, and students.
Addressing the gathering, Mein said the inauguration symbolised more than just a new building, calling it a purposeful initiative to promote reading habits alongside modern learning facilities. Recalling his association with the earlier Namsai Club Library, he highlighted the transition from limited resources to a technologically equipped learning space, stressing that contemporary education involves both reading and processing knowledge.
Later in the day, the Deputy Chief Minister also inaugurated a Botanical Garden at Noi Chenam Tengapani in Namsai in the presence of MLA Namchoom and Deputy Commissioner Khampa. The garden features thematic plant sections, indigenous and rare species zones, medicinal plant areas, walking trails, interpretation spaces, nursery facilities, and a cafeteria. Mein described it as a symbol of Arunachal Pradesh’s commitment to biodiversity conservation and ecological awareness.
Highlighting Namsai’s transformation from a geographically isolated region into a growing hub, Mein urged stakeholders to hold collective discussions ahead of Statehood Day to shape the district’s future. He emphasised balanced development across education, tourism, industry, heritage, and human resources, while advocating environmental responsibility through plantation and cleanliness drives. He also indicated that similar new-age learning centres may be established in other districts in future budget plans.

MLA Chau Zingnu Namchoom termed libraries as “temples of learning” and highlighted initiatives such as the “Library on Wheels” programme to extend reading access to anganwadis and young children, while seeking additional staff support.
Deputy Commissioner C.R. Khampa informed that the Namsai District Library is the first fully automated public library in Arunachal Pradesh, offering online services and operating six days a week from 9:30 AM to 6:30 PM. He noted a sharp rise in visitors—from about 2,005 to over 42,000—and said 61 small libraries are being set up under the Library on Wheels initiative. Despite growing reliance on technology and artificial intelligence, he emphasised that reading habits remain central to youth development.
The event also saw the distribution of awards to winners of literary competitions organised to mark the 150th year of the song Vande Mataram, reinforcing efforts to foster inclusive and community-driven learning in Namsai district.
